Sir,
            Reference cited, it is deeply regretted that NDGBGOA has represented for Correction in seniority list of JWMs (published on 18/11/2014) time and again but it is unnoticed by OFB till date which is creating disgruntlement among the JWM cadre.
         There was a Task force Committee under the chairmanship of S.K.SINGH (DIR/NG) in which suggestion from Task Force members were taken and thereafter no action has been initiated till date. Moreover in the last periodical meeting, DDG/NG and DIR/NG has assured that Decision regarding seniority list of JWMs will be taken as per the suggestion of Task Force Committee Members within 15 days, but till date it is totally ignored by OFB.
          Therefore, your kind intervention and earliest necessary action is requested for correcting Seniority list of JWM by December 2015.

Dear Brothers,
                   It is glad to inform you that the Joint 2nd BGCM of NDGBGOA and NDNGSA is Schedule on 09th&10th  February 2016 at OFK Estate, JABALPUR (M.P).
                   All Branches of both Association are requested to contribute appropriate amount of Fund through Advertisement, Donation from members to respective organizing committee of  NDGBGOA and NDNGSA  to meet the expenses of meeting. The advertisement collection may be sent to Org.Committee of OFK (Shri V.K.Srivastava, Jt. Secretary of NDGBGOA and Shri D.K.Chaudhary,President/NDNGSA) before 15th January 2016 through E mail-(vijay113@yahoo.co.in). Donation from members may be deposited at the time of BGCM.

                      It is requested to go through the following instruction of Central Executive to make grand success of our B.G.C.M.

1. Venue of  Meeting :-
    ‘GITAYAN’ O.F.I.L.Ordnance factory Khamaria, Jabalpur (M.P) .
2.Reception at Jabalpur Rly Stn :- Reception committee representatives remain present at Jabalpur Railway Station on Platform No.1 from , 8th Feb.(A/N) to 09th Feb.(F/N) .
3. Location:- O.F. Khamaria  situated 10 km away  from Jabalpur Rly station  and 15 KM from Bus stand, Jabalpur.
4. Levy :- All Branches  of both Association are requested to bring balance levy amount and deposit to  the TREASURER of both the association please. As per Bye-laws Rs. 5/per member for NDNGSA and Rs.25/for Per Member for NDGBGOA.

NOTE:-
A.Verified Membership list  for the year 2015-16 will be the members of the Branch and accordingly delegates may be send For BGCM-2016.All Branch Secretary  of both Association is requested to bring Verified Membership List of their respective branch. As per Bye laws Authorized Delegates name may be intimated to General Secretary of both Association on or before 30th January 2016. 

B. Delegates charges  will be collected @ Rs.500/- each delegates.

C.Branches are requested to send  Levy amount @Rs.25/- per members in the NDGBGOA (CE) A/c no. 32465716278,SBI,J.Nagar and @ Rs.5/- per members in the NDNGSA(CE) A/c No. 33739411350,SBI,J.Nagar  for the period of 2014-15 & 2015-16 or they have to Deposit the levy before BGCM to Treasurer of Respective Association .

 5. Agenda Points :-All Branches are requested to send their Agenda Points for BGCM-2016 to General Secretary/NDGBGOA and NDNGSA on or before 20-01-2016 .
       All Office Bearers/CEC Member/Branch Secretary/Chairman of NDGBGOA/NDNGSA are requested to extend their kind co-operation   for smooth conduction of  BGCM 2016 .

WE ARE EXPECTING THE ORDER WITHIN TEN DAYS.

      The Biennial General Council Meeting (BGCM) 2016 of NDGBGOA will be held at OFK, JABALPUR on 09th and 10th FEBRUARY 2016. All are requested to book their ticket well in advance to attend the meeting without fail. The number of delegation from each branch will be as per bye laws. Circular regarding BGCM-2016 will be issued to all concern very shortly.

MOD DIRECTIVES TO PCDA

DEAR MEMBERS,

       KINDLY SEE THE ATTACHED ORDER IN WHICH HONORABLE CENTRAL ADMINISTRATIVE TRIBUNAL,MUMBAI PASSED THE ORDER AND DIRECTED TO ALL THE RESPONDENT INCLUDING PC of A,KOLKATA  TO GRANT THE INCREMENTAL BENEFIT WITHIN 08 WEEKS.   THIS IS REAL VICTORY OF NDGBGOA AND SPECIALLY NDGBGOA/AFK BRANCH. 

       NDGBGOA HAS TAKEN UP THE CASE AND FINALIZE IT TILL THE ORDER FOR GRANTING THE INCREMENTAL BENEFIT.

GENERAL SECRETARY VISIT TO OFBOARD ON 1st AND 2nd DEC.2015

GENERAL SECRETARY VISIT TO OFBOARD ON 1st  AND 2nd  DEC.2015

     GENERAL SECRETARY VISITED O F BOARD ON 1st and 2nd December 2015 for Submitting Joint Decision resolution to OFB regarding 7th  CPC. After submitting the representation, there was a discussion with DDG/NG for recommending the same to MoD.

1.     7th CPC Recommendation-DDG/NG Assured for recommending of upgraded Pay at 4800 Grade Pay to JWM in the level 8 in Pay matrix  and 4600 Grade Pay for CM in the level 07 in the Pay Matrix. He also assured for recommending 35% JWM (Section Manager) as NFU in Level 9 and 15% JWM (Senior Section Manager) as NFU. Simultaneously OFB will submit reply on Cadre Review Proposal to MoF for approval.

            General Secretary of NDGBGOA and NDNGSA met DGOF & Chairman and requested to recommend the Upgraded proposal to MoD. DGOF &Chairman accepted the proposal and assured that he will recommend the same to MoD and try his best to make the proposal fruitful. He has suggested General Secretary to put all the effort at MoD as well as MoF for approval of the recommended proposal of OFB.

2.     Incremental Benefit-  In this regard General Secretary requested DDG/NG to issue a letter to Local Accounts for fixation of Incremental Matter. He assured to discuss with PC of A and make necessary directives to LAO.

3.     Withdrawal of Promotion of JWMs(Elec. & Chem.)-   During the last Periodical meeting at OFB (16/11/2015) with Member/Per, DDG/NG has expressed to revoke JWM(Chem. & Elec.) to Chargeman as there was diversion of vacancy from Mechanical trade to Electrical And chemical trade in the year 2010. In this regard General Secretary Discussed the matter with DDG/NG and requested not to revoke any JWM as there will be many Court cases against OFB. Moreover many retired JWMs name has not been removed from the list. GS requested that vacancy may be adjusted in due time.DDG/NG told that he will see the feasibility and do the needful. In this regard one letter was submitted from Association side to OFB.

4.     Representation at MoD regarding 7th CPC recommendation- NDGBGOA will submit representation at MoD for Up gradation of JWM Cadre at 4800 Grade pay(Level-08) for which General Secretary is visiting Tomorrow at New Delhi. In this regard a justified letter will be submitted tomorrow.

Note- All the Branches are requested not to send any Communication to OFB or MoD directly. In this regard DDG/NG expressed his concern and told that all the communication should be from CENTRAL EXECUTIVE only.

Respected Sir,

                   It was brought to the notice of association during the Periodical meeting with Association on 16/11/2015 that, during review DPC some of JWMs of Electrical trade and Chemical trade will be revoked to Chargeman as there was a diversion of post from Mechanical Trade to Electrical and Chemical in the year 2010 and till date it could not be adjusted.
               It is brought to your kind notice that, JWMs from Electrical and Chemical those were promoted during 2010/2011 were joined in the year 2002 and after getting promoted to JWM they have completed more than 04 years of long service as a Gazetted Officer without any allowances. Moreover after becoming JWMs they have taken higher responsibility not in their respective trades. They are being posted in other trades.  Revoking the JWMs of Electrical and Chemical trade those have completed more than 04 years service will create many legal cases against OFB.
Therefore, the Central Executive of this Association requests you not to revoke any JWMs (Chemical and Electrical) and adjust the vacancy in the coming year to avoid any legal recourse.
