                                        With reference to the above, following agenda points may be included for discussion in the Periodical meeting please. Action taken report on old long pending unresolved issues pertaining to Group B Gazetted Officers to be informed in the meeting.

                                         Agenda points for discussion are as under:-

01	Review of old points which was discussed in periodical meeting on 03/10/2018. Action taken by OF Board may kindly be intimated before taking up new Agenda points.
02	SIT enquiry for suspicious murder case of SC Khatua ( JWM/GCF) and earliest Compassionate Appointment without any further delay to the family member (NDGBGOA/CE Letter Dated-18/02/2019).
03	Discrepancy in promotion (CM to JWM) for Electrical Trade in ordnance factory resulting in demoralization of whole Electrical Trade (CM). Electrical Chargeman are well qualified with passing electrical supervisory competency test, but they are neglected to get promotion to JWM which is unjust to the trade. Moreover JWMs are being posted to section in factories without consideration of their trade. Therefore, promotion of all the trade should be considered in equal residential period in Chargeman period. Immediate implementation of order of Honorable CAT, Cuttack and Supreme court for two JWMs (Electrical) of OFBOL.
04	Where ever Factory Management has arranged control room outside factory for Group B and Group A Gazetted Officers, attendance should be regularized as per previous practice of OFB.
05	Cadre Review of Group B Cadre should be carried out to make Time bound Promotion/Financial benefits on the line of Atomic energy, DRDO, CSIR  for boost up the morality of the cadre. When OFB is ready to develop product by in-house RD activities and produce the same, Cadres also should be made at par with DRDO.
06	Promotion from JWM to AWM for the period of 2014 to 2019 to be carried out without any further delay.
07	Discrimination should be removed In fixing AWM Promotion quota.   Discipline wise Feeder cadre percentage quota should be fixed for AWM/JTS post.
08	Duties and Responsibilities to be published for JWM (Tech and Non Tech) at the earliest as decided in last three meetings.
09	New Transfer Policy should be made with consultation of Stake holder. Date of Transfer as decided by OFB should be strictly followed. Mutual Transfer of JWM and PS should be considered by OFB at the earliest.
10	SRO/RR for JWM (T/NT) should be carried out at the earliest as per DOP&T Guidelines ( DOP&T order No- AB-14017/14/2018-Estt(RR)(31396661 Dated- 08th May,2018)
11	Arbitrary transfer of JWM to be stopped and five Office bearres of Branch and CE should be protected from transfer as per MOD,D(JCM) order no- 09(03)/2018-D(JCM) Dated- 26/10/2018.
12	Discrimination in posting of Head of Section may be stopped in Factories. Senior JWMs of the factory should be posted in the Section of their Discipline as Head of Section which is not followed by General Managers of Factories. In this regard OFB should issue instruction to all Factories for strict compliance of the above.
13	Those are not feeling competent to take over charge of higher responsibility of JWM (Group B Gazetted) or JWM(SG) may kindly given Opportunity of Option for forgoing their promotion as followed for MCM to Chargeman.
14	Fixation of merging post should be done as per Revised grade pay like CM-I&CM-II post merged  and placed Rs. 6500x1.8= 12090(Minimum) and AF and JWM merged and placed Rs. 7450x 1.86=13,860 (Minimum) but their fixation was not done as per Rule. Hence recently passed Ernakulam Cat order OA No. 180/00569/2014 dtd 3rd April 2018 for Naval (Civilian) may be implemented in OFB.
15	Ordnance Factories are facing Competition with private player but Factories are not taking timely action against the employees those are disturbing the working atmosphere of factories by violating CCS conduct rule. It should be strictly followed in all Ordnance factories for improving the discipline of all factories.
16	Incentive to Group B Gazetted Officer may kindly be considered and finalized at the earliest which has been taken up by Association for last four year.
17	Filling of Vacancy post in Chargeman (Promotion, LDCE and DR) to be filled at the earliest as there are many vacancies in Chargeman Cadre
18	Career Progression of PS/SR.PS cadre in factories should be at par with OFBoard to remove stagnation.
19	Separate Training Program For JWMs and PS should be started   in NADP instead of OFIL since they are belonging to  Gazetted cadre
20	Publication of Gazette Notification for JWM Cadre.
21	JWM(SG) should be operated W.E.F 01/01/2016 as decided in the last meeting.
22	LDCE should be in entry level of JWM not in JWM(SG)as per Existing SRO.
23	NOC for passport/Visa for visit foreign countries are being delayed for Group B Gazetted Officers. The time for completion of this process to be reduced in a time bound manner.
24	Provision of Computer with internet facilities in HOS Office and PRESIDENT and General Secretary (CE) office.
25	Provision of Computer with internet facilities in HOS Office and President (CE) and General Secretary (CE) Office.
26	Promotions to be considered for Chargeman those have acquired qualification without prior NOC from the department.

TRANSFER POLICY SUGGESTION FROM NDGBGOA

   Sub: Points for inclusion in Transfer policy of Group B Gazetted Officers –Reg

   Ref no- JTR-60/Per/NG/2018-19 Dated-15/03/2019

    Reference cited above,   the Central executive of NDGBGOA requests you to incorporate the following points in the proposal of transfer policy framed by OFB for Group B Gazetted cadre.

1.                 Division of Ordnance factories for Consideration of Transfer-Ordnance Factories may be divided into three types depending upon the place and Facilities. HRA being granted 08%, 16% and 24 % depending upon the class of Cities and accordingly Ordnance factories may be divided into three Categories i;e Hard Station, Semi Hard Station and Soft Station depending upon the Place and Facilities.

2.                  Posting of DR and LDCE JWMs- DR, LDCE JWM may be posted to Hard Station for three Years or semi Hard Station for first five year. After completion of service for the required period in Hard station and Semi hard station they should be transferred to their choice station without any delay.

3.                 Transfer in Functional ground- The public money spend for this purpose should have proper justification and transferring any individual without arriving functional requirement will result in loss to the state. Hence, Functional requirement should be arrived before Transfer. Functional requirement should be published in OFB Commnet in the month of August with calculation of resultant vacancy of the year. Priority should be given to the JWMs those are interested from other factory to the Factory where Functional requirement is there. This will in turn reduce the expenditure incurred for transfer in public interest. Interested JWMs can apply within the month of December for transfer to the Factory where there is a requirement. If exact required numbers of JWMs have not applied for Transfer to the particular station, then functional ground transfer may be posted to that station according to seniority.

4.                    Request Transfer- For request Transfer following points may be considered for granting mark for consideration of Transfer.

a)     Spouse cases should be considered as per DOP&T guidelines without marking basis.

b)     Medical grounds (suffering from Heart, Cancer , and serious other disease) which require immediate medical attention should be given priority for transfer(within a month)  without any marking system and referring to SPC meeting.

c)       Medical ground of other disease may be referred to  Quarterly SPC meeting  and considered for transfer by the  committee should be  published with reliving date.

d)    Distance between place of work and Home Town should be considered for granting mark. More than 1000 Km from Home Town to the working place may be granted 10 marks and accordingly marks may be granted.

e)     05 year service in hard station, 08 year in Semi Hard station and 10 years in Soft Station may granted 10 marks for considering request transfer. Proportionate marks may be granted according to the number of year served in the station.

f)       Daughters Marriage and Final settlement before retirement (Five year) may be given 10 marks.

g)     Sickness in a particular place (Less medical facilities or Climatically Condition) of own as well as dependant may be granted 10 marks.

h)     Looking after parents (05 marks) and Children Education up to Degree Level (05 marks) should be considered.

The Group B Officer having more marks may be considered for request transfer.

5.                 Mutual Transfer- JWMs are being posted in factories or OFB HQ, which is not related to their Trade/Discipline and utilised as Multi skilled Manager. Therefore transfer in Mutual basis for Group B Gazetted Cadre should be considered irrespective of trade/discipline with consent of GM or Sr.GM of the two factories.

6.                 General Policy for transfer-

a)     Transfer should be carried out during promotion from Non Gazetted to Gazetted officers at par with other department. Non willing Officer should be permitted to forgo their promotion to Group B Gazetted Officer.

b)     For retirement employee last five year service may be granted in their choice station.

c)      Administrative transfer recommendation by GM of factory in Pick and choose basis should not be considered by OFB. 

d)     15 Years of Service in Group B Gazetted Cadre in a station may be considered for Functional Ground Transfer as there is no Financial Power with them. 

e)     All the transfer for Group B Gazetted Officer should be considered in Public Interest like Group A Officers.

            Central Executive of this Association requests your kind consideration for inclusion of all the above points in the transfer policy of Group B Gazetted cadre and Applications pending at OFB may be considered for transfer at the earliest.

            We hope that by the above policy, Request Transfer as well as Functional Ground Transfer can be made very easy and acceptable for the entire Group B Gazetted cadre as a result they can give their highest output for the organisation.
