MEMORANDUM TO THE DGOF ON 29.01.2015 BY ALL BRANCHES

All the Branches of NDGBGOA has  submitted The Memorandum to The DGOF&CHAIRMAN,OFBOARD through their Sr.GM/GM with the following demands and requested DGOF for earliest action within a month time or otherwise the member of this association will go for agitation moment as decided at CEC Meeting OFBOL(09th & 10th Jan.).All the Branches has shown their full cooperation for our legitment demands.
It is informed to all the members that we will go for agitation moment as decided at CEC MEETING if our demands are not resolved within one month.

R/Sir,
                      The Central Executive Committee of this Association directed the undersigned to bring the following important long pending issues pertaining to Group B Gazetted Officers for your kind notice and earliest action.

                       Sir, Group B Gazetted Officers are the most experienced Cadre in the Organisation, those who used to take the whole responsibility of Safety, Quality, Productivity and administration of each section. But it is deeply regretted that the cadre was totally neglected after implementation of 6th CPC. Even though there is a huge stagnation in the promotion prospects of the cadre after merging. The Cadre Review of JWMs had not been carried out for the last twenty years. After implementation of 6th CPC, all the cadres were benefitted in Ordnance factories Organisation except this cadre. The monthly salary of the Group B Gazetted Officers became less as compared to their subordinate employees because of removal of all allowances like OTA, NDA and Bonus etc. The nature of work of this cadre is still continued as Non Gazetted cadres. Our Organisation has not introduced any other scheme (Incentive Scheme). If the same could have introduced and as a result Group B Gazetted cadre would have got higher pay package as compared to their subordinate employees. It is intriguing to note that in Ordnance Factories, one Group B Gazetted Officer has to shoulder the higher responsibility without accompanying financial benefits which is an insult to the entire cadre. This is an unhealthy and unwelcome trend. It is needless to mention here that it smeared all over with injustice and partisanship.
 Till date JWMs are working wholeheartedly for the organization with lot of hope and expectation from the organization.
Sir, this Association has communicated and addressed all the important long pending issues pertaining to Group B Gazetted Officer time and again at appropriate forum. But it is deeply regretted that Ordnance Factory Board has neither resolved any of the important issues nor replied to this recognized Association till date. Therefore this Association requests The DGOF & Chairman/OFB for consideration and earliest action on following points within a period of one month or otherwise this Association may reluctantly initiate agitation moment.

1. CORPORATISATION OF ORDNANCE FACTORIES:-
    It is a matter of grave concerned that, Corporatisation of Ordnance Factories becoming the talk of the time by all the employees. Articles are being published in the news paper (The Hindu, Dated-18.01.2015). Moreover many of the top Officials are discussing on the corporatization of Ordnance factories    which is not only disturbing but also demoralizing all the employees.Entire employees of Ordnance factories (from top to bottom) are discussing regarding the future of the organization as well as their future by which the working atmosphere being disturbed in the factories day by day.
              Ordnance factories are the Government supplier organization which has got restricted customer of Indian Armed forces, Navy, Air force and Para Military Forces. Ordnance Factories is able to take any challenges and can supply required product for defence preparedness of our country at any time. Corporatisation of Ordnance factories will not solve the real need of defence preparedness of our nation and it may cause harm to our National Security also. Corporatisation/Privatisation of Ordnance factories will definitely deteriorate the Quality of Defence Products which can be observed in many PSU model.
 Ordnance Factories are the issuing Organisation to the defence force and has served the country well through the wars and conflicts that we have gone through. Therefore this Association strongly objects and will take agitational moment if any decision will be taken for Corporatisation/Privatisation of Ordnance factories.
2.Cadre Review of JWMS- One Group C is able to get its pay band change (PB-I to PB-II) within a period of 12-13 years (  SS can become MCM) , Similarly one Group A is able to gets its pay band change (PB-III to PB-IV) within a period of 12-13 years ( JTS can become JAG) where as one Group B entry cannot get PB III for 29 years due to lack of promotional avenues.
OFB should treat all the cadres equally. Cadre Review or promotional avenue for GROUP B Cadre should be made in such a way that to grant financial up gradation (Change in Pay Band-II to Pay Band-III) of Group B within a period of 12-13 years like group C and Group A cadres.
Even after continuous representations in all the forums for the last two years Cadre review has not been finalized for Group B Cadre.

3.Seniority list of JWMs- The seniority list published by OFB has got many discrepancies and it is against the DOP&T Order {DOP&T O.M dated 04.03.2014, which states the said principles would be effective from 27.11.2012 (i.e., the date of Supreme Court Judgement)}. In this regard DGOF assured (On 01/09/2014) for rectification in Association meeting but it has been again published without followingDOP&T Order. Therefore the seniority list published by OFB on 17/11/2014 may kindly be rectified as per DOP&T and Supreme Court order at the earliest.

4.Incentive Scheme for Gazetted Officers- Ordnance Factories are the industrial organization which used to run for 24X7 Hours. Gazetted Officers used to shoulder responsible for any mistake. More over Ordnance factories work for 6 Days unlike other organization (Offices). Therefore incentive scheme may be introduce for Gazetted Officers at the Earliest.

5.GrievanceRedressal Mechanism for Group B Gazetted Officers-Middle management cadre always considered to be the back bone of Organisation. Group B – Gazetted officers cadre does not have any forum to address the Grievance of the cadres like Joint Consultative Machinery. Group ‘A’ Officers are representing from Officials side and Group C employees are from staff side but there is no representation from Group B Gazetted Officers which results in the deprived position of the cadre. No opportunity has been assigned to Group B Gazetted Officers to express and short out their grievances. It may kindly be taken up at the earliest.
6. Reinitiating of Cancelled Transfer Order of JWMs-OF Board, Kolkata has published Transfer Order  (vide order no. JTR-60/A/GB/2012 dtd 29-02-2012) of nearly 180 JWMs. But it is a matter of concerned that except transfer
of 40 JWMs all other JWMs transfers were materialized. It is deeply regretted that OF Board has cancelled the transfer of 40 JWMS ( vide letter no JTR-
60/A/GB/2012 dtd  07-12-2012 ) after completion of 10 months by which the
Concerned JWMs and their family are facing much more difficulties as all of them has got the transfer in Compassionate grounds. NGDGBGOA has discussed this point in various forums at OFB as well as MOD but it was assured all the time but no action has been taken so far. Hence, your kind intervention in this matter is requested to grant the JWMs and their Family a real Justice at the earliest.
7.Review of Hard Station list-  Hard station Ordnance factories  may kindly reviewed as discussed in the Association meeting with Member (PER).
8. LDCE for AWM (Group-A) from JWM (Group B) –All the department hasprovision of Limited departmental Candidates Examination from Group B to Group A Cadre which is not prevail in our department as a result many Group B Gazetted Officers are Leaving to other Department from our Organisation. Therefore Provision of LDCE from JWM to AWM may be initiated with proper revision in SRO of Group `A’ cadre for better utilization of talent in Group B cadre.
9.Approval of proposed amendments in SRO/RR of JWM T&NT-O.F. Board has submitted Proposed amendments in SRO/RR of Chargeman and  JWMs  which is pending in MOD for approval. Needful action may please be taken for early approval and amendment of SRO and Recruitment Rules.
10.Pairity in PS Cadre- PS cadre of Factories may be treated at par with PS Cadre in OFB and ministry as per the recommendation of 6th CPC.
11.PLB& Risk allowance – PLB should be granted to the entire Group `B’ Gazetted Officers as the cadre is directly involved in production activities. Risk allowance should be extended to all Group `B’ Gazetted Officers posted in such sections wherever the Industrial Employees are eligible.
12.Restoration of Unauthorized withdrawal of Promotional increment Benefits to CM and JWM- Incremental Benefit for CM and AF who have earned Promotion after 1-1-2006 to 29-08-2008 may be restored at the earliest.
13.Nature of duties of JWM(T) & (N/T) – After regular deliberations, OFB accepted to publish the nature of work of JWM(T) & JWM(N/T) in Ordnance Factories but till date it has not been published. It may be published at the earliest.
14.DPC  for Promotion from JWM to AWM :- Advance DPC  should be set up  and list of the JWM’s whose name is considered in DPC List should be published  in comnet. Ratio should  be distributed as per P.K.Mishra report.

15.Application of Gr’B’ Cadre Officers should be forwarded for outside Employement.
           Hon’ble DGOF/Chairman is requested to kindly take needful action to resolve  the above  long pending legitimate issue so that  this association will avoid agitation movement  and maintain harmonious  Industrial relation in Factories.

Respected Sir,
                           National Defence Group’B’ Gazetted Officers Association (NDGBGOA) of Ordnance Factories, which represents the Group B Gazetted cadre(Middle Management Cadre) requests your kind intervention and clarification on the subject matter at the earliest please. We sincerely hope that India will become a powerful Nation and modernize its Defence force under your esteemed leadership.
             The Ordnance factories has played a creditable role in the supply of Arms, Ammunitions, Combat Vehicles and Clothing to the Indian Armed forces ,Navy, Air force and Para Military Forces, after Independence. Indian Ordnance Factories is the oldest and largest industrial setup which functions under the Department of Defence Production of the Ministry of Defence. The ordnance factories form an integrated base for indigenous production of defence hardware and equipment, with the primary objective of self reliance in equipping the armed forces with state of the art battlefield equipments. Ordnance Factories are the issuing Organisation to the Defence force and has served the country well through the wars and conflicts that we have gone through. Rightly, Ordnance Factories are called the fourth Arm of the Indian Defence.

     It is a matter of grave concerned that, Corporatisation of Ordnance Factories becoming the talk of the time by all the employees. Corporatisation/Privatisation of Ordnance factories will deteriorate the Quality of Defence Products which can be observed in many Public Sector Unit. This Association has opined not to take any decision for corporatize the ordnance factories.
        Sir, as a Responsible Patriotic Association with cadres of technically educated and practically involved employees, we oppose any proposal of Government for Corporatisation of Ordnance factories. We are always ready to take any challenges for the requirement of defence preparedness of our nation. We assure to supply and fulfill our customers (Defence Forces) requirement in the competitive global market to keep the golden history of Ordnance Factories as the fourth Arm of our country. If required by MOD, then we can export our product in the global market.
       
       Therefore, you are requested to grant a meeting with this Association at the earliest to discuss on the recent issue of corporatization of Ordnance Factories which is distressing all the employees of our Organisation.

NDGBGOA REPRESENTATION ON DISCREPANCY IN SENIORITY LIST OF JWMs

Sir,
            Reference cited, It is brought to your kind notice that O.F.Board has published Revised Seniority List of JWM(Tech) and JWM(NT) and again Discrepancies noticed.In this list  O.F.Board has not removed discrepancies which was reflected by the NDGBGOA causing many JWMs have demotivated . In this list again  many Direct recruitment JWMs were kept senior than the promoted JWMs. The seniority of DR JWMs was granted three to four years earlier than their entry to the Organisation. It is surprise to note that OFB has granted seniority to the Direct RecruitedJWMs before having essential Qualification for Junior Works Manager Post. Moreover, the seniority list of DR JWM would have been assigned for some other post in other Dept in the same period before joining to OFs.
           Though OFB prepared JWM (Trade) seniority as on 01.01.2014 as per DoP&T O.M.No.20011/1/2012-Estt.(D) dated 04.03.2014, it has not considered all the guidelines / instructions given in that O.M. OFB has published its’ updated seniority list as on 01.01.2012vide OFB No. Djsl/2012/TECH/A/GB dated 31.01.2014,OFB has not considered this seniority list for the point no. 5 i) of DoPT O.M dated 04.03.2014, while preparing the latest seniority as on 01.01.2014.
  
          Moreover, as per DoPT O.M dated 04.03.2014, the said principles would be effective from 27.11.2012 (i.e., the date of Supreme Court Judgement) only. Accordingly, it is not at all applicable to the existing seniority list published as on 01.01.2012 and hence need not to be reopened.  Moreover OFB is least bother to publish the seniority list of JWM in every year.

            Therefore, the Central Executive Committee of this Association requests your kind intervention and necessary action on priority to restore the seniority list published as on 01.01.2012 with further updated/revised list as on 01.01.2014as per the clauses of 5.h) & 5.i) of DOP&T O.M.No. dtd. 04.03.2014.

Sir,
            Reference cited, once again it is brought to your kind notice that even after repeated representation from this association, OFB has not yet revised the seniority list of JWMs and not removed the discrepancy.
          The latest seniority list which was published by OFB is not as per the guidelines of DOP&T order OM No.2011/1/2012-Estt.(D) dated 04.03.2014 as a result Direct recruitment JWMs were kept senior than the promoted JWMs. The seniority of DR JWMs was granted three to four years earlier than their entry to the Organization.

              It is surprise to note that OFB has granted seniority to the Direct Recruited JWMs before having essential Qualification for Junior Works Manager Post. It is brought to your kind notice that, the promotion from JWM to AWM affected after 02.05.2013 was on the basis of seniority list of JWM as on 01.01.2012. While the promotion was affected by this seniority list and it has being changed on 18/11/2014 without any logic which arises many discrepancies may cause much litigation.


            Seniority list of Ch’man & JWM is always being delayed by OFB & many discrepancies are noticed for which seniority list being changed time to time.  Therefore this association suggests deputing two representatives of each concerned associations to OFB, KOLKATA for preparation of correct seniority list.

      Dear members, 
                                 NDGBGOA has forwarded three letters to OFB for correcting the published seniority list and represented to Member (Per.) and DDG/NG in the meeting on 12/12/2014 and 12/01/2015. In this regard Association represented that two representatives from each Concerned Association should be deputed to OFB for 10-15 days to make seniority list of Chargeman and JWM. If Association representatives will come they can get details from the factory easily.
              Member,Personnel and DDG/NG accepted our proposal and assured to take necessary steps to correct the seniority list of JWMs and Chargeman by deputing Association representatives to OFB.

CE MEETING WITH 7TH CPC AT KOLKATA on 13.01.15

Dear members,
           
                 On 13.01.2015, 7th CPC has granted time for NDGBGOA and NDNGSA at 1550 hrs at The Lalit Great Eastern Hotel, Kolkata. On behalf of NDGBGOA General Secretary and Organising Secretary was presenting in front of 7th Cpc team. Honorable justice A.K. Mathur along with secretary Madam Meena Agarwal and Vivek Rae (Member for Defence) other members of CPC were present. 
Presentation was started by NDNGSA and followed by NDGBGOA. General Secretary/NDNGSA presented that Chargeman/Junior Engineer should be upgraded to the grade pay of 4600 as MCM which is the feeder CADRE are in same grade pay of 4200. Vivek Rae asked how both the CADRE were kept in same grade pay. General Secretary NDNGSA expressed that it was decided by a first track committee in the year 2010 after implementation of 6th cpc. Again Sri V.Rae asked about the educational qualification of Direct Recruited CM. GS/NDNGSA  replied that minimum qualification is Diploma but most of Direct Recruited Chargeman are having qualification of Degree in Engineering. Treasurer NDNGSA expressed that many employees from feeder cadres  are reluctant to take promotion  to the post of CM,as they are losing financial benefit of incentive and Risk allowance. Therefore incentive and Risk allowance should be considered up to Supervisor level in Ordnance Factories. Honorable Chairman 7th cpc accepted the demand of NDNGSA.
     General Secretary, NDGBGOA began his presentation to honorable CHAIRMAN and Secretary by showing the pyramid structure of the organisation in which it was highlighted that for 7694 number of JWM CADRE there is only 188 of JTS promotional post by which next promotion of JWM takes more than 15 years.If a person with diploma or degree engineer joined in CM CADRE in the grade pay of 4200 then he has to retire as JWM at the Grade Pay of 4600 or with a MACP at the grade pay of 4800. In the total service period one group B cadre can earn maximum 600 Rupees in grade pay benefit.Moreover the employees like Hindi officer, matron, those were in 6500- 10500 in the 5 th CPC were upgraded in the pay band III and grade pay of 5400 but the JWM at the 7450-11500 were kept at 4600 GP.This indicates that this gazetted CADRE was degraded in the 6 th CPC.
Honorable Chairman 7 th CPC Justice A.K.Mathur could understand the deprived position of JWMs by seeing the promotion Channel(Diagram) shown by GS/NDGBGOA. The Chairman,7th CPC expressed that there is a real injustice to the JWM CADRE and this CADRE is compressed in the organisation without any promotional avenue. He has expressed that 7 th CPC will take care of this CADRE and categorically told that we will remove this Grade Pay system.

Organising Secretary/NDGBGOA presented the UPSC advertisement(2013 Advt.) to Madam Meena Agarwal(Secretary 7th CPC) and told that both JWM and AWM/JTS are appointed in Ordnance Organisation through UPSC with same qualification of Degree in Engineering. While JWMs at the grade pay of 4600 retain in the same cadre for more than 13 years, one DR AWM/JTS used to promoted up to JAG in 8700 Grade Pay in PB-4 within 13 year. One Direct Recruited JWM has to loss more than 13 years of his carrier without any promotional aspect which is  demoralizing the CADRE. 
       The justification was accepted by Honorable Chairman and Secretary of 7 th CPC and assured to short out the anamolies which was occured by 6th CPC.
    General Secretary kept his view that our Group B  Gazette CADRE has been denied for all the allowances like PlB,Incentive,Risk Allowances by which the gross salary are becoming very less as compared to our subordinate.In Ordnance Factories getting promotion in group B cadre implies in financial loss. Therefore we should be granted with all these allowances.
             GS asked for industrial allowances for ORDNANCE FACTORIES employees as it works as per factory act with 6 days working pattern.
  In this regard honorable CHAIRMAN replied that this should be taken up by the department.
    Finally General Secretary requested 7th CPC for considering JWM and PS CADRE at 5400 Grade pay in PB III and International LTC for all the Govt. EMPLOYEES.
       While thanking to all the members of 7 th CPC for granting more time General Secretary requested the Honorable CHAIRMAN to granting a meeting with association at New Delhi Office and it was accepted by honorable CHAIRMAN and Secretary of 7th CPC.

7th CPC OFFICIAL MEETING WITH OFB at GSF IB on 11-01-2015

Dear members,
                         On 11th January 2015, Interaction Meeting of OFB  was conducted at GSF IB at 1900 Hrs, in which Chairman 7th CPC Justice A.K. Mathur ,Smt. Meena Agarwal ( Member Secretary) and the whole 7th CPC  team was present. From employees side General secretaries of NDGBGOA,NDNGSA and BPMS were only present.On behalf OFB, DDG,ADMIN presented the High lights of the Official memorandum of OFB in front of 7th CPC. It was presented by OFB that JWM should be placed at  Grade pay of 4800(minimum) at par with  Group B Gazetted officers of CGDA. CADRE REVIEW of JWM which was forwarded to MOD was explained to the CPC. It was justifid to grant PLB and Risk Allowance to Gazetted Officer as they are involve in production activities directly or indirectly. Remote location Allowance @ 25%should be granted to all the employees working in the 12 Ordnance Factories.
      7 th CPC agreed for Consideration of PLB and assured for Risk Allowance to those Officers who are really exposed to the Hazardous operation. Remote Location allowance was partially agreed by 7th CPC.

                         Sub- Minutes of CEC meeting of NDGBGOA held on 09th&10th
                                   January 2015 at Sr. Staff Club O.F. Badmal.

The CEC meeting of the NDGBG Association started on 09th January 2015 at 11.00 hrs at Sr. Staff Club, O.F.  Bolangir. Sri A.K. Malla, Office Bearer NDGBGOA/Badmal branch delivered the welcome address. The meeting was inaugurated by lightening of the lamp  by Chief Guest Sri Akhilesh Kumar,IOFS, Addl. GM, Sri P.M. Mallick, PMO, Sri Kajal Biswas, JCM II/BPMS, Sri S.Chandrakanth Rao, President/NDGBGOA and Sri Jai Gopal Singh, General Secretary of NDGBGOA. The Office bearers and Executive Members of O.F. Bolangir presented Bouquet to all the Guests and Chief Guest.
 Shri S.Chandrakanth Rao President/NDGBGOA delivered his inaugural speech. While addressing to the house, he explained that NDGBGOA had met the 7th CPC on their visit on 19th November 2014 at Hyderabad and discussed the cadre related points. The Assn had clearly explained to the 7th CPC about the systematic degradation of the middle management cadre from 4th CPC onwards and up to 6th CPC. The representatives of NDGBGOA had requested to Secretary/7th CPC to correct the anomalies taken place to the JWM cadre in the past CPC’s. The Secretary/ 7th CPC assured to the assn that proper justification to be done to JWM cadre while submitting the pay commission report to Govt. 
While addressing to the house, the President categorically explained to the house that the possibility of stern competition from private sectors due to increase of 49% FDI in the Defence sector. He also explained that more emphasize to be given for quality of the products and timely supply to customer and increasing of R&D activities in the Organization. He requested OFB and GM’s to increase R&D activities which was taken up long back with the OFB by our Association.
Sri Jaigopal Singh, General Secretary/NDGBGOA stated that it is really appreciable that in this hard station the arrangement made by O.F. Bolangir towards the CEC Meeting is really fantastic and memorable.  While explaining to the house he stated that due to continual efforts of our Assn,  SRO of JWMs could be amended to Non Ministerial cadre from Ministerial Cadre which will be definitely helpful in the 7Th CPC.  Since last 18 years in SRO of JWM was kept as ministerial cadre which is nothing but a clerical cadre.  Due to our continual effort we could achieved Brief Case, Computer etc. for JWM cadre.  Now Risk allowance also will be extended to Chargeman and JWMs involved in Explosive and chemicals. We have also taken up the point of Incentive scheme for all the Gazetted Officers in Ordnance Factories which is important factor in the salary in the industrial set up. Now OFB had appointed a committee for study of our proposal. 
General Secretary while addressing to the house he explained that NDGBGOA had met 7th CPC three times in different places like New Delhi, Mumbai, Hyderabad since last six months and explained the genuine importance of the cadre and the same was appreciated by the 7th CPC and assurances received from Secretary/7th CPC that the committee will do proper justification to these JWM cadre in their report. The next Official meeting is fixed with 7th CPC  at Kolkata on 11-01-2015. Our association had taken up the important issue of Industrial Allowance for Gazetted Officers of Ordnance Factories. One more important demand which was initiated by our association is International LTC. As per the sources it is revealing that the same will be materialized by the Govt. within in a short span or in the 7th CPC. Our Assn had filed three court cases in Central Administrative Tribunals. Two cases are in Chennai in which one is nature of work and allowances and another is violation of SRO 227 by OFB (promotion from JWM to AWM).  In this regard OFB is preparing another list of promotions from JWM to AWM.  The case which is pending at Mumbai CAT for promotional increment may be finalized in the month of April’2015. As per the information from MoD it is expected to get the order on increment by February month and an office note was put up for approval to M of F. General Secretary also explained that the way Govt. is taking steps like division of core and non-core area of Ordnance factories and increasing of production targets is nothing but putting more pressure on O.F. Organization. By dividing the factories and by increasing the targets and curtailing the man power requirement the Govt. is stepping towards the Corporatization which is a big threat to all of us.  He requested house to be more vigilant in future about the Govt. activities which may lead to a question about the existence of our O.F. Organization.
While addressing to the house Sri Akilesh Kumar/Addl. GM expressed his deep concern about the JWM cadre and he hope that in forth coming 7th CPC JWM cadre will get justified pay scales. He also told that the NDGBGOA raised demands are very justified and genuine and management will definitely support to the JWM cadre in all respects.. 
Sri P.M. Mallick   PMO while addressing to the house, he expressed that the JWM’s are the back bone of the Organization and their contribution for planning to production is unforgettable.  
Sri Kajal Bishwas/JCM II/BPMS addressed the gathering and stated that the Federation will extend its cooperation to NDGBGOA in all respects to reach the goal of the NDGBGOA. 
The O.F. Bolangir Branch Secretary Sri S.K.Panigrahi extended   his sincere thanks to Chief Guest. He also expressed his gratitude for the arrangements made available to all NDGBGOA delegates by O.F. Bolangir management. He mentioned his sincere thanks to General Manager for giving permission and providing all the facilities for conducting the CEC meeting at O.F. Bolangir.    
The meeting ended with vote of thanks.  
BUSINESS SESSION ON 09.01.2015
The business session was started at 14.30 hrs on 09th January 2015. The GS/NDGBGOA had submitted the General Secretary report to the house on Association matters for the last 6 months. In his report he narrated elaborately about the meetings. 
ON 01-09-2014 MEETING WAS HELD AT OFB HEAD QUARTERS WITH CHAIRMAN /OFB AND WITH OTHER SENIOR OFFICIALS.

Discrepancy in cadre review proposal for JWM ( Technical and non-technical)
Promotion from JWM to AWM.
Publishing of correct seniority list of JWM T/NT.
Reinstate of transferred cancel orders.
Transparent transfer policy.
Nature of duties of JWM (T) and NT.
Training of Group ‘B’ Gazetted Officers.
Formation of A/G section for JWM’s.
PLB and Risk allowance to all Gazetted Officers.
LDCE for JWM to AWM
R&D and modernization of Ordnance Factories.
Honorarium for conducting inquiry.
Amendment in Hard station list of transfer policy.
ON 12-12-2014 THE MEETING WAS HELD WITH MEMBER/OFB AND OTHER SENIOR OFFICIALS  AT OFB HEAD QUARTERS. 
THE FOLLOWING IMPORTANT POINTS ARE DISCUSSED.
Cadre review status of JWM’s.
Discussion of published revised seniority list of JWM’s.
Restoration of unauthorised withdrawal of promotional increment benefit.
Reinstate of transferred cancel orders and wrongly allotment of marks by transfer standing committee.
Discussion on 7th CPC memorandum forwarded by OFB for betterment of JWM cadre.
STATUS OF RAISED POINTS BY THE NDGBGOA IN DIFFERENT TIME:
Promotion from JWM to AWM. 
Advance DPC for promotion from JWM to AWM.
Classification of Group B Gazetted as non ministerial cadre.
Timely fill up of promotion quota from JWM to AWM.
Early processing of pending cases of compassionate ground and spouse cases transfers.
Review of hard stations.
Forwarding of application for outside employment etc.
The business session closed at 19.00 hours on 09.01.2015.
On 09.01.2015, the NDGBGOA O.F. Bolangir Branch arranged Cultural Program followed by a dinner in which General Manager Sri Arvind Agarwal, IOFS, was the Chief Guest. General Manager was not at the station during inauguration function for which Chairman/OFBOL Branch Sri P.K.Das requested Chief Guest for addressing the gathering and explained the recent activities of Ordnance Factories in the line of Corporatization.
  The General Manager while addressing to the house explained that, at present several meetings are being conducted and it has been highlighted that the out turn/value of issue has not changed but the salary and wages has increased more than 50 % in the last three to four years. Secretary/DP has emphasized to issue production of 20,000 Crore with the manpower of 50,000. He has expressed that Corporatization of Ordnance Factories cannot be confirmed at this stage but this year will be challenging year for us to prove our efficiency.     
 Senior Officers, other Union and Association members and JWM’s of O.F. Badmal attended the program. 
BUSINESS SESSION ON 10.01.2015
The business session started on 10.01.2015 at 10.30 hours as per the schedule.
The Central Executive Committee unanimously decided to take up agitation program in all the branches for the following demands pertaining to Group-B Gazetted officers. 
Amendment in Seniority List JWM as per DOP&T order Dated 4.03.2014.
Publication of Duties & Responsibilities of JWM.
Incentive, Risk Allowance and PLB to Gazetted Officers.
Promotional Channel of JWM should be to WM 
Time bound Promotions of JWMs.
Transparent Transfer Policy for Group-B Gazetted officers.
MACP in Promotional Hierarchy.
The CEC unanimously accepted to go for agitation program as under if above stated cadre related problems are not attended by OFB by 28.02.2015.
A memorandum (can be downloaded from NDGBGOA blog spot) from CE HQrs & all the branches will be forwarded to OFB before 23rd January’ 2015. 
If the above points are not resolved by OFB, following agitation program will be observed in all the branches.

The Central Executive Committee of NDGBGOA which was held 09th& 10th January 2015 at O.F. Badmal, had taken up the following resolutions unanimously which is forwarded herewith for your kind intervention and necessary action at the earliest please.
Resolution No.1 The Central Executive Committee of NDGBGOA which is on the session at O.F. Badmal unanimously resolved that “HRA should be granted to JWMs those who are surrendered/not occupying govt. quarters in line with Kolakate CAT judgment”.
Resolution No.2 The Central Executive Committee of NDGBGOA which is on the session at O.F. Badmal unanimously resolved that “incremental benefits should be granted to those who were promoted from CM-II to CM-I and AF/SH/FM to JWM between 01-01-2006 to 31-08-2008 as per DOPT guideline”. 
Resolution No.3 The Central Executive Committee of NDGBGOA which is on the session at O.F. Badmal unanimously resolved that “ Incentive, Risk Allowance and PLB to be given to all the Gazetted Officers”.
