PROTEST LETTER TO THE CHAIRMAN/DGOF FOR LAST MEETING

          Ref: Our letter No. NDGBGOA/CE/02/General/2014-04 dtd 29-04-2014

R/Sir,
With Reference to the above letter, NDGBGOA had submitted certain genuine points/ demands of our cadre and requested Hon’ble Chairman to grant an interview in the month of April’2014. It is surprised to this Association that, instead of calling separate meeting to this AssociationOFB had called a joint meet along with the other Association on 01st Septembar’2014 i.e. after 4 months
But it seems that due to busy schedule of the Chairman/DGOF, the meeting was started at around 13.30 hours and meeting ended at 14.00 hours. Whereas the NGBGOA had submitted total 20 points which were major points and was differing to the other Assn. But, while discussions the most of the points are discussed in the meeting without any relevancy to NDGBGOA submitted points and the meeting is ended abruptly without taking in to the cognizance of the points submitted by NDGBGOA. It is understood that the meeting was ended shortly due to preoccupied meeting of the Chairman. Which is contradictory and being a recognized Group ‘B” Officers Association, the way meeting was conducted is not at all acceptable to us and the following burning issues of the cadre is not discussed properly.
1) Official Memorandum of OFB to 7th CPC- OFB has not discussed with the concerned Associations and the memorandum submitted by the Association is not been taken in to consideration while submitting the official proposal to the 7th CPC. JWMs were mentioned as Managers without any proper justification. Nowhere the pay scale of erstwhile Foreman now JWM (2375/-) in the 4th CPC was mentioned which is more than AWM (2200/-) pay scale. The duties performing by JWM’s like Orderly Officer’s duty, tender opening duty and HOS duty etc. was not mentioned. It was informed by the Assn. that other cadres like Staff Officer, Hindi Officer were recommended for higher grade pay RS 7600, RS 8700 but CM and JWM was neglected. Whereas for Group ‘A’ the SAG post is recommended to Rs. 80,000 in the apex scale and justification given by comparing the equivalent posts of other departments/pre-revised pay scales of 5th  and 6th CPC. While recommending the JWM pay scales the same is not taken into consideration. NDGBGOA compared the JWM/erstwhile FM pay scales of RS 2375 in 4th CPC and whereas for AWM pay scale is Rs. 2200 and demanded to recommend JWM’s also in the same in line with Group ‘A’ cadre. More over Chargeman should be justified for a grade pay of 4600. But OFB had not addressed properly in the meeting about the above anomaly.
2) Cadre review proposal for JWM (Technical & Non-Technical)-Association demanded for not to make three cadres which will again confuse on nature of work. This important point could not be discussed elaborately and proper justification was not given by OFB.
3) Publishing of correct Seniority list of JWM (T/NT):- OFB had published the seniority list previously but the same anomalies are continued in the present published seniority list like mentioning the retired/death/resigned names in the list. The published  seniority list of JWMs on 28/08/2014 in which DR JWMs those have joined in the year 2012 was kept senior than the promoted JWMs of 2008.While discussions ‘no proper justification’ was given by OFB and no elaborate discussions were taken place in the meeting.

4) Transfer policyRegarding the transfer policy framed by OFB is not in detail. Though MOD issued instructions and agreed by OFB to reinstate the transferred cancelled orders, the same was also discussed earlier 4 meetings under the chairmanship of the then DGOF and with Jt, Secretary/MOD. All the above meetings, OFB assured that the cancelled transfer orders will be reinstated within short span, but the same was not implemented till date. Apart from this O.F. Board has not included suggested points by Association in Transfer policy.

5)  Nature of duties of JWM(T) & (N/T) – The matter has been regularly taken up by our association during all the  meetings with OFB wherein it was promised to publish the nature of work of JWM(T) & JWM(N/T) in Ordnance   Factories but till date it has not been published. While discussions ‘no proper justification’ is given by OFB and no elaborate discussions are taken place in the meeting.
6) Minutes of all the Official meetings between OFB and Association –   As a recognized Assn, we should get proper minutes as official are being changed in OFB very Often. During meeting DGOF/Chairman has denied to give official meeting minutes.
7) Training of Group `B’ Gazetted Officers–As JWMs are functioning as Head of Sections in Ordnance Factories, the training for JWMs may be conducted at NADP and not along with LDC/UDC/Chargeman. In this regard ‘no discussions’ are taken place in elaborate and OFB replied that it will be considered.
8) A/G Section for all Gazetted Officers – As A/NG Section is dealing with matters related to large number of Chargeman& JWM, our association proposes that the dealings related to JWM should be carried out by A/G Section.Every time it is found that there are many discrepancies in seniority and other matters. Therefore one separate section may be formed to deal with the JWM cadre.  DGOF replied that it will be considered later but no decision was taken by OFB.
9) Before submission of 7th CPC proposal O.F.Board should conduct meeting with all Associations and Federation- In the preliminary meeting of 7th CPC  while discussions with all the Federations/Associations it was unanimously decided that before finalization of Proposal of 7th CPC proposal  O.F. Board should conduct meeting with all Associations and Federations. But O.F. Board has not consulted with NDGBGO Association before submission of the Proposal to 7th  CPC and also not included  the NDGBGOA submitted genuine demands  in 7th CPC Proposal which was submitted by O.F. Board side to 7th CPC.
OFB had neither taken up our important burning issues nor discussed for resolving in a time frame manner. In this regard as a recognized Association we protest the activities of OFB for not taking up our issues and submit that a separate interview may be given with five Office bearers of this Association as early as possible to settle our genuine demand please.
