MINUTES OF THE MEETING AT OFB ON 01/09/2014

Minutes of the meeting with DGOF /Chairman on 01.09.2014
at OFB Head quarters, Kolkata
    
     The following were present in the meeting:

The Chairman/DGOF welcomed both the Association representatives (IOFGOA&NDGBGOA) for the meeting.
          OFB has allowed two members from each Association to present in the meeting. NDGBGOA has stated with DGOF/Chairman that at least 5 persons delegation is required for proper representation of the cadre and mentioned that whereas from Official side more than 7 members are attending in the meeting and whereas allowing two members from the Assn is not fair. On the outset Chairman called our delegate and two of other Assn members in to the meeting.
Before starting the meeting, NDGBGOA had strongly opposed the submission of Official proposal of OFB on 7th CPC. Before sending the Official proposal why it has not been discussed and Associations concern has not been taken in to consideration. In the official memorandum of OFB, JWMs were mentioned as Managers without any proper justification. Nowhere the pay scale of erstwhile Foreman now JWM (2375/-) in the 4th CPC was mentioned which is more than AWM (2200/-) pay scale. The duties performing by JWM’s like Orderly Officer’s duty, tender opening duty and HOS duty etc. are not mentioned. It was informed by the Assn. that other cadres like Staff Officer, Hindi Officer were recommended for higher grade pay of RS 7600, RS 8700 but CM and JWM was neglected. Whereas for Group ‘A’ the SAG post is recommended to Rs. 80,000 in the apex scale and justification given by comparing the equivalent posts of other departments/pre-revised pay scales of 5th  and 6th CPC. While recommending the JWM pay scales the same is not taken into consideration. NDGBGOA compared the JWM/erstwhile FM pay scales of RS 2375 in 4th CPC and whereas for AWM pay scale is Rs. 2200 and demanded to recommend JWM’s also in the same in line with Group ‘A’ cadre. Moreover Chargeman should be justified for up gradation to 4600GP.
While replying to the point, Chairman stated that OFB will be examined and forward an addendum to 7th CPC for upgrading the grade pay of Chargeman and JWM.
1.           Discrepancy in cadre review proposal for JWM (Technical & Non-Technical) – It is brought to your kind notice that two different proposals have been sent by OFB for JWM/NT. The cadre review proposal forwarded to MoD by A/NG & A/NI Section for JWM/NT are entirely different from one another. It is surprised to note that OFB has sent two different proposals to MoD for one cadre of JWM (N/T). Moreover, NDGBGOA proposes to make JWM (SG) or Section Manager in a single grade in the grade pay of 5400(PB-3) and thereafter promotion to WM. As the cadre review has taken a very long time, your personal intervention is requested in this regard.
Assn. replied that there is no need of making three cadres in the JWM cadre. 
OFB reply:  OFB stated that the Cadre Review of JWM is in final stage. The discrepancy was rectified and uniform proposal was forwarded to OFB.
In this point no elaborate discussion could be taken place which was the important point for our cadre. 
2.           Promotion from JWM to AWM – It is deeply regretted that all promotional orders by OFB is taking place in time except JWM to AWM. Your kind intervention is requested in this regard. 
In this regard OFB replied that here after OFB will take care and in future the same will be rectified. 
3.   Publishing of correct Seniority list of JWM (T/NT):-  Recently O.F.Board has published Seniority list where many names of JWM have been left out and  in this matter  many times the above discrepancies brought  to notice of  DIR/NG and DDG/NG. But till date OFB has not published correct Seniority list. Seniority List should be published in discipline wise.
Assn.replied that OFB is making continuous mistake in the seniority list. Both the seniority list published by OFB contains many discrepancies.
In this regard OFB replied that, initially the seniority has been published and any discrepancy is found may be corrected after receipt of the representations from the individuals. Corrected seniority list will be published.  Elaborate discussions on the discrepancy were not taken place during the meeting.
4.       Reinitiate Cancelled Transfer Order:- NGDGBGOA has discussed this points in various forums and every forum OFB has  assured but no action has been taken so far.
OFB replied to consider the point but no elaborate discussion was held for resolving the issue.
5.           Transparent transfer policy – The transfer policy framed by OFB is not strictly adhered to by OFB itself. It is brought to your kind notice that in the recent transfer orders of JWMs, some JWMs who are having less than two year service were transferred and some of the JWMs of HVF, Avadi and SAF, Kanpur have been transferred although the existing strength there is less than sanctioned strength. Moreover the JWMs who have got transfer on compassionate ground are not being released by the concerned GMs.
Association also explained that there are more than 500 applications are lying for inter factory transfers on compassionate grounds and some JWM’s are applied on medical grounds which are to be considered on priority basis.  Our Assn also asked Chairman to publish the pending transfer orders in comnet and the applications are to be kept in comnet and transparency to be maintained.
DGOF  replied that  the medical cases will be taken in to consideration but detail discussion could not be held.
6.           Nature of duties of JWM(T) & (N/T) – The matter has been regularly taken up by our association during all the meetings with OFB wherein it was promised to publish the nature of work of JWM(T) & JWM(N/T) in Ordnance Factories but till date it has not been published .
DGOF replied that once Recruitment of DR Chargeman is over then the matter will be settled but exact nature of work of JWM could not be discussed in the meeting.
7.           Training of Group `B’ Gazetted Officers–As JWMs are functioning as Head of Sections in Ordnance Factories, the training for JWMs may be conducted at NADP and not along with LDC/UDC/Chargeman.
In this regard ‘no discussions’ are taken place in elaborate and OFB replied that it will be considered.
8.           A/G Section for all Gazetted Officers – As A/NG Section is dealing with matters related to large number of Chargeman& JWM, our association proposes that the dealings related to JWM should be carried out by A/G Section.
NDGBGOA explained that, many cases being pending for Group B cadre (seniority, DPC and Promotion) even after 08 years are completed after the 6th CPC implementation. But till date no seniority of CM  is published and published seniority list of JWM’ is having several discrepancies. Every time it is found that there are many discrepancies in seniority and other matters. Therefore one separate section may be formed to deal with the JWM cadre. DGOF replied that it will be considered later.
9.           Issue of briefcase to all the Group `B’ Gazetted Officers – Circular for issue of briefcase to all the Group B Gazetted officers is not yet published by OFB although it was accepted by Mem/Per during the meeting held on 22.01.2014.       
DGOF replied that the budgetary allocation will be made to all the factories.                                
10.        Direct recruitment of Chargeman – It is deeply regretted that JWM(T) are still continued by General Managers for Shift Duty, Plant/Workshop Operations due to non-availability of Chargeman. Even though OFB has made advertisement for recruitment for Chargeman in December 2013, it has not yet materialized. Your kind intervention is requested in this regard.
11.        PLB & Risk allowance PLB should be granted to all the Group `B’ Gazetted Officers as the cadre is directly involved in production activities. Risk allowance should be extended to all Group `B’ Gazetted Officers posted in such sections wherever the Industrial Employees are eligible.
While explaining the above points GS/NDGBGOA stated that the Risk Allowance was taken up by OFB but till date it has not been materialised. Previously Assistant Foreman was granted PLB but due to merging of the post with JWM and the PLB was stopped but the nature of work has not been changed. It is a clear injustice to the cadre by this discrimination the entire cadre is demoralized.
 OFB replied that a Committee was formed to study the above points.
12.        LDCE for AWM from JWM – Provision of LDCE from JWM to AWM may be initiated with proper revision in SRO of Group `A’ cadre for better utilization of talent in Group B cadre.
          OFB replied that it will be studied and considered at later stage.
13.        R&D and modernization in Ordnance Factories – R&D and modernization activities are not keeping pace with global developments & therefore Ordnance Factories are lagging behind in these areas.  These activities should be undertaken on time bound basis. For better R&D and modernization activities in Ordnance Factories, the services of experienced retired JWMs should be utilized. 
DGOF assured that the modernization and R&D activities will be taken in first track basis. 
14.        Honorarium for conducting inquiry – Honorarium should be made to all Gazetted Officers for conducting departmental inquiry in revise rates (O.M No. 142/15/2010-AVD, dated 31.07.2012).
NDGBGOA stated that Presenting Officers and Inquiry Officer should be paid honorarium in the revised rate (O.M No. 142/15/2010-AVD, dated 31.07.2012). 
DGOF considered the proposal and directed DDG/Admin to take necessary action.
15.        Ordnance quota in railway bookings – Railway Board may be requested for granting Ordnance quota for employees of Ordnance Factories as many Staff & Officers are moving on deputation within short notice.
OFB replied that it has been taken up with MOD and the position is still awaited.
16.        Amendment in Hard Station list in Transfer Policy The hard station list as per recent transfer policy should be amended and it should be at par with hard station list of DSC and Accounts.As per DSC and CGDA the Factories situated in remote area should be considered as hard Station. Therefore CFA, OFBA OFV,OFCS should be considered as Hard station. In the last meeting with Member/Per it was decided to review but it has not been reviewed till date.
DGOF replied that it will be reviewed shortly. 
17.        GP of PS/Sr. PS at par with Ministry:  The PS/Sr. PS GP's are to be at par with Ministry to be granted. 
18.        Minutes of all the Official meetings between OFB and Association  It is requested to give Minutes of all the Official meetings between OFB and NDGBGOA by which the follow up action for all the points discussed can be taken care.
DGOF denied for Official minutes.
19.        Before submission of 7th CPC proposal O.F.Board should conduct meeting with all Associations and Federation.  
         No proper discussions are taken place regarding the above matters in the meeting.
Chairman/DGOF had not provided reasonable time for justified discussions of the points submitted by the Association. NDGBGOA had submitted protest letter to OFB and requested to grant separate meeting with five Office bearers of NDGBOA at an early date for discussions on the uncompleted points which were submitted for discussions.
