Reference Cited, The Central Executive Committee of this Association
appreciated the move taken by OF Board in the Incentive scheme which is really
improve the morality of the employees those are not getting allowances like
OTA, Piece work profit but directly and indirectly involved the achieving of
the production target and other activities of the Organisation. All the
activities of our great Government Industrial Organisation including welfare,
administration, and social responsibility are very important to prove our
identity in the competitive world. Therefore each individual employee’s unique
contribution should be given importance for overall growth of this
organisation. This Association suggests following for your kind consideration
please.
Sir,
Group B Gazetted Officers are the most experienced Cadre in the Organisation,
those who used to take the whole responsibility of Safety, Quality, Productivity
and administration of each section has not been awarded in the organisation. It
is deeply regretted that this cadre was totally neglected after implementation
of 6th CPC. After implementation of 6th CPC, all the
cadres were benefitted in Ordnance factories Organisation except Group B
Gazetted cadre. Most of the General
Managers as well as top Official of Ordnance Factory Board are usually
expressing the deprived position of this cadre in many forums, but suitable
action has not been initiated till date. The monthly salary of the Group B
Gazetted Officers became less as compared to their subordinate employees
because of removal of Allowances like OTA, NDA, and Bonus. As a first step, our
Organization has asked suggestion from this Association regarding incentive
Scheme which is a healthy and welcoming trend.
Industrial employees of production section are granted incentive in
terms of piece work profit where as Industrial employees of maintenance
sections were granted incentives. Other employees in the Quality as well as
administration may be extended the same scheme. Our Association suggests
incentive scheme for all the employees of the ordnance factory including group
Agazetted officer. The proposed Incentive for cadres those were not covered
under incentive scheme is suggested as follows.

and Group’A’ Gazetted Officers those are directly and indirectly involve
in Process of Production in Ordnance Factories.

Nomination for M.TechProgrammes for July 2015 at defence Institute of Advanced
Technology(DIAT), Pune.
Ref: COMNET Circular No. 05/7/2014- Per/HRD Dt
02.02.2015.
With
reference to above, it is submitted that the circular No.
12/05/2013-A/HRD(VOL-I) Dt 06.03.2014 enclosed in the circular at reference
stipulates that the candidate should be an IOFS officer for Nomination for
M.TechProgrammes for July 2015 at defence Institute of Advanced
Technology(DIAT), Pune.
It is pertinent to mention that the offered
courses are technical in nature & as per the eligibility criteria of DIAT
the sponsored candidate must posses a
Bachelor’s Degree in concerned field of
Engg. with 55% marks. It should be
appreciated that most of technical work in Ordnance factories is being dealt by
either JWMs or by Charge man. It is also pertinent to mention that the
essential qualification of Direct Recruited JWMs is technical Degree in
concerned field of Engg. Under such circumstances it is requested to consider
candidature of eligible JWMs also for the above referred course. Ordnance
factory organization will be highly benefited if JWMs are sponsored for such
courses. It is not understood why this benefit has only been limeted to IOFS
officers. Under the present circumstances of competitive market such courses
are essential for JWM cadre as well. There are several young, talented &
eligible JWMs (both promoted & direct recruited), it is up to OFB
how it utilizes this waste pool
of talent.
There
is a perception in this
organisation that there is only one privileged Group i.e. Group A, which enjoys
these benefits, however organization has not been benefited by such courses
till date.
It is therefore requested to consider
the eligible JWMs for higher technical courses & arrange for necessary
amendment in the circular at reference for the same so that the Organization
gets benefited.

SUBMISSION OF MEMORANDUM TO HONORABLE RAKSHA MANTRI AT HYDERABAD
Dear Members,
Sub- Raksha Mantri visit to
HYDERABAD to attend FINS meeting on 07.02.2015.
The NDGBGOA team had submitted a memorandum to Shri. Manohar Parikkarji,
Honorable Raksha Mantri during his visit to Hyderabad for attending a meeting
organized by FINS. The meeting was organized a National Seminar on ‘SELF
RELIANCE IN DEFENCE MANUFACTURING’ on 7.2.2015.
The Team consisting of the
following Central Executive Office bearers and Branch Office bearers met
Honorable Defence Minister at Hyderabad and discussed about the news of
CORPORATISATION of OFB and submitted a memorandum. Sri B.R.Naresh
Kumar,JCM-III,BPMS has arranged this meeting with Raksha Mantri.

The memorandum was also briefed to the Sri.
Krishna Murthy(PS to Defence Minister) and requested for a meeting with our
Association with Honorable Raksha Mantri at New Delhi to discuss on betterment
of Ordnance Factory Organisation and cadre related issues. He assured to grant
a meeting with our Association with Honorable Defence Minister within short period.
Regarding current news of Corporatisation of Ordnance Factory
Organisation,Honorable Defence Minister Sri Manohar Parrikerji, had Clarified
that Ordnance Factories are not going to be CORPORATISED in his Press meet
where around 500 eminent industrialists and entrepreneurs were present. In that
gathering OFB representative DDG/M&C along with other OFB official was also
present. Raksha Manthri went on with his advice that OFB should think and
work like a corporate and increase the quality of products to live up to the
expectations of the Prime Minister vision. And ensuring by 2016, all the
importation should be stopped for use of Defence production.
The team had met DDG/M&C,
and requested to circulate the same in OFB Comnet to motivate the demoralized
employees/workforce with baseless rumors of corporatization of OFB. The submitted
memorandum copy was shown to them about rumors of corporatization and also our
cadre demands.
On behalf our CE and OFMK branch thanked
the organizers and requested for a copy of press conference coverage and the
same was accepted by FINS secretary and the same will be circulated on receipt.
Friends, let us put our efforts for the genuine
demands/submissions. All the Group B Gazetted Officers of Ordnance Factories
are requested to support NDGBGOA by joining us and strengthening the
Association for the betterment of the cadre and Ordnance Factory Organisation
for development of our nation as whole.
