TRANSFER POLICY SUGGESTION FROM NDGBGOA

   Sub: Points for inclusion in Transfer policy of Group B Gazetted Officers –Reg
   Ref no- JTR-60/Per/NG/2018-19 Dated-15/03/2019

    Reference cited above,   the Central executive of NDGBGOA requests you to incorporate the following points in the proposal of transfer policy framed by OFB for Group B Gazetted cadre.
1.                 Division of Ordnance factories for Consideration of Transfer-Ordnance Factories may be divided into three types depending upon the place and Facilities. HRA being granted 08%, 16% and 24 % depending upon the class of Cities and accordingly Ordnance factories may be divided into three Categories i;e Hard Station, Semi Hard Station and Soft Station depending upon the Place and Facilities.
2.                  Posting of DR and LDCE JWMs- DR, LDCE JWM may be posted to Hard Station for three Years or semi Hard Station for first five year. After completion of service for the required period in Hard station and Semi hard station they should be transferred to their choice station without any delay.
3.                 Transfer in Functional ground- The public money spend for this purpose should have proper justification and transferring any individual without arriving functional requirement will result in loss to the state. Hence, Functional requirement should be arrived before Transfer. Functional requirement should be published in OFB Commnet in the month of August with calculation of resultant vacancy of the year. Priority should be given to the JWMs those are interested from other factory to the Factory where Functional requirement is there. This will in turn reduce the expenditure incurred for transfer in public interest. Interested JWMs can apply within the month of December for transfer to the Factory where there is a requirement. If exact required numbers of JWMs have not applied for Transfer to the particular station, then functional ground transfer may be posted to that station according to seniority.
4.                    Request Transfer- For request Transfer following points may be considered for granting mark for consideration of Transfer.
a)     Spouse cases should be considered as per DOP&T guidelines without marking basis.
b)     Medical grounds (suffering from Heart, Cancer , and serious other disease) which require immediate medical attention should be given priority for transfer(within a month)  without any marking system and referring to SPC meeting.

c)       Medical ground of other disease may be referred to  Quarterly SPC meeting  and considered for transfer by the  committee should be  published with reliving date.
d)    Distance between place of work and Home Town should be considered for granting mark. More than 1000 Km from Home Town to the working place may be granted 10 marks and accordingly marks may be granted.
e)     05 year service in hard station, 08 year in Semi Hard station and 10 years in Soft Station may granted 10 marks for considering request transfer. Proportionate marks may be granted according to the number of year served in the station.
f)       Daughters Marriage and Final settlement before retirement (Five year) may be given 10 marks.
g)     Sickness in a particular place (Less medical facilities or Climatically Condition) of own as well as dependant may be granted 10 marks.
h)     Looking after parents (05 marks) and Children Education up to Degree Level (05 marks) should be considered.
The Group B Officer having more marks may be considered for request transfer.
5.                 Mutual Transfer- JWMs are being posted in factories or OFB HQ, which is not related to their Trade/Discipline and utilised as Multi skilled Manager. Therefore transfer in Mutual basis for Group B Gazetted Cadre should be considered irrespective of trade/discipline with consent of GM or Sr.GM of the two factories.
6.                 General Policy for transfer-
a)     Transfer should be carried out during promotion from Non Gazetted to Gazetted officers at par with other department. Non willing Officer should be permitted to forgo their promotion to Group B Gazetted Officer.
b)     For retirement employee last five year service may be granted in their choice station.
c)      Administrative transfer recommendation by GM of factory in Pick and choose basis should not be considered by OFB. 
d)     15 Years of Service in Group B Gazetted Cadre in a station may be considered for Functional Ground Transfer as there is no Financial Power with them. 
e)     All the transfer for Group B Gazetted Officer should be considered in Public Interest like Group A Officers.
            Central Executive of this Association requests your kind consideration for inclusion of all the above points in the transfer policy of Group B Gazetted cadre and Applications pending at OFB may be considered for transfer at the earliest.
            We hope that by the above policy, Request Transfer as well as Functional Ground Transfer can be made very easy and acceptable for the entire Group B Gazetted cadre as a result they can give their highest output for the organisation.
