sir,
The
undersigned is directed by the Central Executive Committee for submit followings
for your kind intervention and necessary action please.
With reference cited above, the
joint meeting held on 12.12.2017 with MOD, OFB Officials and both the
associations. In the meeting total 30 points pertains to JWM cadre were
discussed and out of that in the top priority Joint Secretary/LS suggested to take 6 burning points for
immediate settlement. Jt. Secretary/LS also decided to reviews these issues
after 2 months. Meanwhile DS (P) and US (G) will visit OFB head quarters and
also both associations at OFB head quarters and discuss the six core points raised
by the associations and come to a conclusion.
It is pertinent to mention here that till date OFB had not intimated
any progress on the six issues and not called the associations for meeting.
When the Association office bearers approached concerned (over phone), he has
not given any updated position to the recognized association representatives
and asked to submit in writing.
It seems that OFB Officials neither interested to do justification for
the JWM cadre nor to resolve the same with negotiations with association. The Ministry
of Defence decided six issues to resolve within the time frame as below please.

No. 19).
5.
Anomalies criteria of distribution of vacancies in SRO of AWM (MOM dated 12th Dec 2017 Point
No. 21).
6.
One
increment related matter (MOM dated 12th Dec 2017 Point No.26.)
Some of the above points were pending since 2010 and
last 8 years no progress was taken please. The record of the Minutes of
the meeting dates held with honourable
Defence Minister, honourable Defence Minister (State), Addl. Secretary (DP),
Joint Secretary/P&C, Joint Secretary/LS, Chairman/OFB, Member/Personal are
mentioned in the below tabular form to draw a conclusion that the points are
raised in all the highest forms apart from the other points please.

Apart from the above official meetings of our Assn, the NDGBGOA
Association had written several letters regarding the above points excluding
other burning issues of the JWM cadre and also several occasions discussed with
other officials of OFB like DDG/G, DDG/NG, DDG/IR and Director/NG. After eight
years also no progress was taken place. Our Association also taken other
important points like Cadre review, formation of ‘G’ section to resolve the JWM
matters, separate training institute like NADP, publication of JWM names in
Official Gazette, transparent transfer policy, review of hard station list,
career progression of PS/Sr. PS, Implementation of incentive scheme and several
other issues pertains to JWM cadre.
It is pertinent to mention here that OFB had not solved any of the points
which was heartburn of Group ‘B’ cadre. The
cadre review proposal for JWM was started in 2013 as per the instructions of
Joint Secretary/P&C to complete the same within the time frame. But due to
inordinate delay the same was not materialised which is violation of MOD and
DOP&T orders.
It is requested that kindly arrange a joint meeting with MOD, OFB
officials and the Associations to discuss the above six points on priority
basis to settle/resolve the points please.
It is high time that MOD has to take stern steps to resolve the genuine
points of JWM/PS/Sr.PS which is a deprived cadre in the OFB Organization within
the time frame in the interest of Justice and also O.F. Organization please.
