SEPTEMBER 2015 of NDGBGOA at OFMK.
The CEC
Meeting of NDGBGO Association was held on 15TH September 2015 at
Senior Club, Ordnance Factory Estate, Medak, incidentally in the ENGINEERS DAY
(15th September is the birth day of Bharat Ratna Mokshgundam
Visseswaraya 1860-1962, who applied his skills and knowledge of basic science
for the good of society).

Ramakrishna, JWM, Joint Secretary/OFMK Branch, welcomed Guests & Central
Executive Committee Delegates of the Associations to the Inaugural session. The
inaugural session started with Garlanding to “Bharath Mata “Photo and our PATRON Late.Shri.
M.S.HARI-NDGBGOA Photo and “Deep Prajavlan” (lightening of lamp) by Shri.
S.Chandrakanth Rao, President/NDGBGOA, Jaigopal Singh, GS/NDGBGOA and other
special guests Sri, B.R.Naresh Kumar, Joint Secretary / BPMS-CE and JCM III,
Shri. K.Prakash Rao, Secretary / NDNGSA Branch who were attended the inaugural
function.
The
Shraddanjali was conducted in memory of our beloved Late Shri. A.P.J. Abdul Kalam ex .President
of India ( 27.7.2015) and Late. Shri.V.L.
Nawde (13.6.2015) BPMS LEADER, in recent past. Sri. JAIGOPAL SINGH
narrated Nawdeji’s role in getting
recognition to NDNGSA which was erstwhile platform of NDGBGOA.
The General Secretary NDGBGOA – CE Shri. JAIGOPAL SINGH has addressed the gathering and explained
association efforts in CADRE REVIEW, 7CPC SUBMISSIONS, MAJORITY CANCELLATION OF
155 JWM TRANSFERS,APEX and LPC Participation of Group B Gazetted Cadre.
The President NDGBGOA – CE Shri.
S.C.CHANDRKANTH RAO in his presidential address briefed the role of
association in present scenario and appreciated efforts of NDGBGOA Branches in
FITMENT TABLE, VOILATION OF SRO 227, CADRE REVIEW, ONE TIME INCRIMENT &
DUTIES AND RESPONSIBILITIES OF JWM with Allowances and implementation of uniform policies in OFB.
He guided the association and assured JWM cadre for getting justice in
SENIORITY RELATED and MACP issues.
The Chief Guest, Shri. B.NARESH
KUMAR, BPMS JCM III conveyed best wishes and assured for timely help in all
cadre related issues as required. Shri K.PRAKASH RAO, secretary communicated
best wishes from NDNGSA and expressed their support in cadre related issues.

Secretary – CE, expressed heartiest thanks to all the dignitaries present in
the meeting and the OFMK branch for their excellent support to conduct the CEC
meetings successfully. Further extended
his gratitude to GS, President and CEC in Inauguration Meeting, The CEC meeting ended with LONG LIVE slogans to NDGBGOA.
Business Session
The business session continued till the end of CEC meeting on 15th
September 2015 from 1030 hrs to 1800 hours with the following discussions:
- The updated position
of different court cases.
a) OFK, Jabalpur CASE: Fitment Table Formula (Up gradation
of pay scales from 5000, 5500 to 6500 and 6500 to 7450 in the Pre revised scale
before Fixation) - The case is on final hearing and held up due to the
double bench is not sitting due transfer of Hon’ble CAT, Jabalpur judges. Final
argument in Next Month i.e. October – 2015.
b)
CFA CASE: - Nature of Duties & Allowances of JWMs – The argument
along with final disposal of the case is on 25th September 2015.
c)
HAPP CASE: - Violation of SRO 227 - Resulted
in STAY for 2015 AWM recruitment. House felt that STAY COPY to be sent to OFB
and NADP and to continue pressure. The
approximate backlog promotion vacancies are worked out up to 1150 since the
violation of SRO took place from the year 2002.
The house asked HAPP branch to continue the struggle for betterment of
JWM cadre and keep updating.
d)
AFK CASE : Restoration of One increment those
who have been promoted between 01.01.2006 & 29.08.2008 in merged
posts– The case has been admitted by hon’ble CAT Mumbai, notices have been
served to PCofA, OFB, MoF & DoP&T. The NOTICE is going to be served to
OFB on 19 NOVEMBER 2015 for non-implementation. Information received that MoF is
about to clear in NEXT MONTH along with DRDO.
e)
O.F. Trichy CASE: CADRE
REVIEW was taken up by O.F. Trichy branch. OFB has not answered the
case properly. Contempt of Court was served to OFB. Shri. K.Velayudhan was
called and presented that even the Committee formed by OFB has pointed out in
their report that present ratio is AWM 1
: 38 JWM which needs correction at the greater interest of OFB. So to maintain
1:5 for the present cadre 1200 vacancies of AWM to be created to accommodate
700 JWMs. So at least 1200 posts +188 are to be operated by OFB in GP5400 PBIII
posts.
All branches were requested to extend their monetary support for the
above cases.
2.
Seniority Discrepancy and Task force representation in the OFB:
The submission of task force letter to OFB was discussed in length
and decided that in further meetings with OFB to be dealt with proper care and
seniority to be protected for the JWM's. In future the letters to be issued with careful study and
house has decided to send a PROTEST letter to DoPT for issuing contradictory
orders to clear anomaly in seniority. It was also decided by the house, if
required the matter to be challenged in the court of law.
3.
Participation of NDGBGOA in APEX and LPC meetings.
OFB accepted the suggestion of NDGBGOA-CE for representing
JWMs in APEX and LPC meetings for efficient in principle and informed all Ordnance
Factories to reconstitute the LPC forum accordingly. The CE is pleased to
inform all the branches to utilise the LPC platform for the betterment of
organization at the greater interest of Nation.
4.
Restoration of Promotional Increment to merged posts.
Due to the efforts of NDGBGOA,AFK, Pune branch court case in the Hon'ble
CAT Mumbai, the judgement is yet to come in favor of our association. The CE of
NDGBGOA has regularly expedited the matter with Ministry of Defence and
Ministry of Finance. The information received by CE today that that the file is now with Ministry of Finance(Secretary/MoF/EXP)
for approval and it will be cleared in this month.
5.
PLB & Risk allowance to Group B gazetted officers.
This matter was taken up by CFA CAT CASE at Honorable CAT, Chennai
which is expected result very soon.
6.
Incentive Scheme for Group B Gazetted Officers.
This matter was taken up by our CE in relevant platforms at OF BOARD
and the matter is awaited from the committee recommendation..
7.
Uniform date of promotion of JWM in all trades….for the promotion
effected in 31.5.2010
This matter was taken up by our CE as well as from our Task Force
Committee which is under consideration
by the appropriate authorities.
8.
Publication of duties and responsibilities and Duty hours and
working on Sundays.
This matter was taken up by our CE in relevant platforms and the
matter is under consideration by the appropriate authorities. It may be aware
that NDGBGOA has taken the matter with court of law by CFA and the CE is
exerting pressure on OFB for publication. The house has decided to go for
democratic agitation program to resolve our genuine demands.
9.
Cadre review and SRO of JWM
This matter was taken up by our CE in relevant platforms and the
matter is under consideration by the appropriate authorities. It may be aware
that NDGBGOA has taken the matter to court of law by OFT branch and the CE is
exerting pressure on OFB by submitting memorandums to RAKSHA MANTRI at regular
intervals and Honourable RM has given a meeting with OFB officials and with our
CE of NDGBGOA on 24th September to brief our genuine demands and cadre review. and the house has decided to go for democratic
agitation program to resolve our genuine demand of CADRE REVIEW.
In regard to SRO the house has decided to pressurize OFB for
publishing SRO of JWM Group B Gazetted (JWM Tech. and Non Tech.) at the earliest. The house has decided to
go for democratic agitation program to resolve our genuine demand of SRO
AMENDMENT.
10.
Separate grievances redressal mechanism to JWM cadre
This matter was taken up by our CE in relevant platforms and the
matter is under consideration by the appropriate authorities. CE is exerting
pressure on OFB and Ministry of Defence. The house has decided to go for
democratic agitation program to resolve our genuine demand.
11.
Violation in inter Factory Transfers
This matter was taken up by our CE in relevant platforms at MoD by
which 115 Transfer Order was cancelled. Again all the transfer is expected to
be cancelled by OFB because of violation in transfer policy.
12.
Review of Hard stations:
This matter was taken up by our CE with OFB officials and the matter
is under consideration by the OFB authorities.
13.
Fixing of BGCM 2016.
The house has unanimously
decided to conduct BGCM'2016 at Jabalpur and the dates and other modalities will be decided later. GS has requested all the CE members to contribute liberally
to the BGCM and to bring the delegate from the respective branches as per the bye
laws and the same will be intimated in due course of time. The GS requested to
all the CE to cooperate for smooth functioning of BGCM'2016.
14.
7th CPC Proposal of NDGBGOA : General Secretary of NDBGOA and the
different teams from the branch association representatives have met 7 times in
different occasions and briefed 7th CPC Chairman Justice A.K. Mathur and Smt. Meena
Agarwal , Secretary about the injustice done to the JWM cadre and the CPC team
has extended their solidarity to JWM cadre and assured our CE to do the possible justice
in 7th CPC as the report was very clear
and elaborative.
STATUS of MACP in promotional hierarchy : As the matter relates to all
government servants, the matter is under consideration at Govt. Of
India. And is under the Courts
jurisdiction, the same as already taken up with concerned Ministry and
offices in appeal form; however the house decided to take up all the
possible democratic measures to pressurise for justice for early
implementation as per the Hon'ble court directives.
Agitation
against pending issues of JWMs : Agitation programme at unit ,
OFB &MoD level will be charted out for early implementation of pending
issues regarding JWM cadre. Monthly Programmes will be finalised by General
Secretary like., Memorandum Submission by CE, By Branches through GMs, 1 Day
Dharna at Factories, Dharna at OFB and Dharna at MoD displaying our JWM cadre
demands and unresolved issues.
The demands are as follows:
a)
Cadre review of Group – B Gazetted officers ( T & NT )
b)
Granting of MACP on promotional hierarchy
c)
Creation of Separate Grievance Redressal Mechanism for Group – B (Gazetted)
cadre .
d)
Early amendments in SRO/RR of JWM - T & NT
e)
Maintaining Uniform policy in seniority Group – B Gazetted Cadre
like in Goup A.
f)
Risk allowance and Incentive for Group – B
g)
Transparent Transfer Policy.
h)
Advance DPC for JWM to AWM
i)
Publication of Discipline wise Seniority list in time.
j)
Uniformity in implementation of OFB orders in all Ordnance Factories.
It was
unanimously decided that the agitation program will be decided by our CE after
the meeting which is scheduled to be held at MoD on 24/09/2015. After the
meeting outcome, President and General Secretary will fix the Agitation program
according to the outcome of the meeting which will be followed by all the
branches.
Discipline
amongst office bearers & CE members : The
issue has been discussed and house decided that all the policy matters to be
answered not in hurry but with thorough study with the consultation of senior
CEC members to avoid embarrassment during execution or follow up, though the
freedom of selecting team given to GS. In all the important issues the matter
will be discussed among CEC members before and after any correspondence related
to cadre. All the important issues to be displayed in website unbiased as
directed.
Next Bi
Annual General Body Meeting: It was announced by GS with the confirmation
of Shri. VK SRIVASTAVA, JOINT SECRETARY – CE & BHARADWAJ Zonal
Secretary/Central ZONE, from GCF that next Annual General Body Meeting will be
conducted at JABALPUR in 2016. GS
requested that from every branches CEC members along with Branch Secretary for contributions and delegation.
In
this regard Separate circular will be issued in
later Date.
For BGCM 2016, following office bearers are
nominated for organizing Committee of BGCM,.NDGBGOA. Branch committee of
O.F.Khamariawill constitute a subcommittee with consulting of
other branches of Central zone which will intimate to Apex committee. To meet
expenditure of BGCM 2016 Souveniour will
be published from NDGBGOA(CE) . All Branches will be directed
to contribute Donation and Advertisement to O.F.Khamaria to meet the expenditure of BGCM 2016. One separate
Bank Account for BGCM-2016 will be open
in any Nationalize Bank in O.F.Khamaria (Jabalpur) and Secretary, Jt. Secretary and Treasurer and
one member will be authorized for operation of account.

Shri
S.ChandraKanth Rao, President / NDGBGOA have delivered his presidential address
in closing ceremony. He congratulated
all the members & branch representatives for their sincere and dedicated
effort in increasing memberships & opening of new branches.
The
vote of thanks was presented by Shri. N.C, RAMAKRISHNA, Joint Secretary /
NDGBGOA-CE, by thanking one and all and recalled the memories of Late Harijis
vision in line with famous saying of
Vivekanada Swamy that the ABLEST SHOULD STRIVE HARD SO THAT WEAKEST CAN PROSPER. He requested all to keep the family
culture among NDGBGOA within us and with like minded organizations in OFB and
work for the cause of formation of NDGBGOA unbiased to safe guard the interest
of cadre but not individuals at the greater interest of OFB in particular and
Nation in General.
