Brief of the minutes of the meeting with Honorable Chairman/OFB &  OFB Officials and Office bearers of NDGBGOA/CE held on 17/08/2013 at 1000 hrs

The NDGBGOA meeting held on 17.08.2013 at 10.00 AM at Ordnance Factory Board head quarters, Kolkata.

Inaugurating the meeting, Sri S.K. Singh, Director/IR addressed the house and welcomed Honorable Chairma/OFB, OFB Officials and NBGBGOA Office bearers to the meeting.

Sri Jaigopal Singh, General Secretary addressed to the house and he acknowledged the heartfelt special thanks to Hon’ble Chairman & DGOF and to all OFB Officials for their kind co-operation for getting the recognition of the NDGBGOA Association. He also thanked the OFB officials for granting the interview within a short span. He requested the Hon’ble Chairman and other OFB Officials for granting the interview once in two or three months, because the Association is not having any representations in the JCM forum.

     Hon’ble Chairman positively responded with the views of General Secretary/NDGBGOA.

THE POINT WISE DISCUSSIONS



1)NATURE OF WORK OF JWMS- The Association side represented that after merging of AF/FM/SH with JWM post since more than two years, the nature of work of JWMs (whether Managerial or Supervisory) has not been finalized which is creating much confusion for functioning in the Factories. The reply to Hon’ble CAT/Chennai in this regard is also not submitted by the respondents and copy of the reply is also not given to the petitioners i.e. NDGBGOA/CFA. The Nature Of work of erstwhile NGOs (FM, AF, CM I & CM II) was published in the year of 1984 and the same is available with the Assn and AWM to GM is published by OFB and same is also available with the Assn. But it is surprise to note that the duties performed by JWM have been shown as the duty performed from AWM to DGM which is not in line within the procedure. Only JWM Cadre nature of duties was not been defined/published since last 19 years (from 1994) and GS requested the OFB Officials to act positively in this regard.

Hon’ble Chairman/OFB replied that, the reply to the Hon’ble Chennai CAT Court case was forwarded to CFA. He asked suggestions and proposals from Association side in this regard. DDG/NG asked the copies of the Nature of work of Erstwhile NGOs (FM, AF, CM I AND CMII) published in the year of 1984 from the Association.
The Cadre review proposal of the Assn which was already submitted to Ministry of Defence and the nature of duties published in the year 1984 was handed over to OFB from Assn side for consideration and necessary action.
2)GRANTING OF FINANCIAL BENEFITS TO JWMS- The Association represented that after being termed the SH, FN(NT), AF, CM and OS as a JWM, the nature of work has not been changed so far, on the contrary the responsibilities have only been increased as Gazetted Officers and 30% to 40% of the emoluments were  slashed in the form of termination of Overtime allowances, NDA and PLB. Therefore either 25% of Basic pay may be hiked or incentive system like Shop Floor Allowance may be introduced to make the monthly salary of a JWM more than his Subordinates.
Chairman/OFB replied that OFB is preparing the incentive scheme including JWMs which will be forwarded to M o D for Approval.
3) DISPARITIES IN THE OFB PUBLISHED SENIORITY LIST OF JWMS- The Assn represented that the seniority list which was published by OFB contains several disparities which may be rectified at the earliest. The merging of these posts was taken place from 01/01/2006 and the seniority of erstwhile SH, FM (NT) and AF should be granted as per DOP&T guide lines in every year January and it should be published accordingly.

In this regard DDG/NG replied that OFB had prepared seniority list up to 29/08/2008 as per the DOP&T guide lines and others seniority list is in process which will be published very soon.

Assn side suggested that NG Section of OFB is overloaded with CM’s work, hence NG Section should deal for Chargeman Cadre only and JWM Cadre may be transferred to A/G section of the OFB.

Chairman/OFB replied that if a separate section may deal the JWM cadre will be better. He directed DDG/NG to examine this matter and take necessary action for creating new section.

4) TRANSPERANT TRANSFER POLICY -Association demanded to reinitiate the Cancelled Transfer Orders and framing of ‘Transparent Transfer Policy’ with consultation of concerned Cadre Associations i.e. NDGBGOA and IOFGOA. GS requested Chairman O.F. Board that ‘the JWM’s who are applied inter factory transfers on the medical grounds’ may be considered sympathetically and also reinitiate the cancelled Transfer orders of JWM before implementation of the Transfer Policy.

Chairman/OFB and DDG/NG replied that they will consider the medical cases and in the cancelled transfer orders some JWMs are not interested to move. Therefore those who are still want to move, they can send their separate application through respective Factories and advance copy to OFB and the same will be definitely   considered by OFB.
  
5)DISPARITY IN WORKING HOURS OF JWMS AND PS- There is a parity in working hours of JWMs and PS in the Ordnance Factory Organization. All the Factories JWMs and PS are working for 06 days per week, whereas the working days of same cadre in OFB and NADP and OFILs are only 05 days per week.

In this regard Chairman replied that it is not possible to change the working hours of Factories. The working hours are framed for 05 days per week for the better function of OFILs and NADP.

6) GRADE PAY OF JWMS SHOULD BE PLACED AT RS 5400: The JWMs should be placed in the grade pay of RS 5400 in PB III to bring back the golden history of Foreman in Ordnance Factories. By the implementation of ACP/MACP schemes, 25% of JWMs are drawing Grade pay of RS 6600 and 15% of JWMs are drawing Grade Pay of RS 5400. If the merging of Cadres/posts are not taken place, then the entire four cadres would have got different grade pays and it would have GP of RS 5400 minimum for all JWMs.

Chairman/OFB replied that it will be taken care in the Cadre Review. The submitted proposals from NDGBGOA will be studied for necessary action.

7) LDCE EXAM FROM JWM TO AWM-. The Assn stated that as per the DOP&T guidelines vacancies at the time of recruitment the first post (initial) of Pay Band will be distributed 50%Promotion, 25% DR and 25% for LDCE. But for the post of AWM there is no provision of LDCE which may be formulated in the new cadre restructure. GS also suggested if any assistance required to OFB to resolve the seniority and Cadre Review and preparation of New SRO of JWM, NDGBGOA will assist for the same.
Chairman/OFB and DDG/NG replied that this will be considered in the Cadre Review and in new SRO. DDG/NG assured that before finalizing of Cadre Review structure Board will contact the respective Associations.
8) REMOVAL OF THE GP RS 4800/- IN MACP FOR JWMS-The Association side represented that as there is no existing of GP of RS 4800 in the promotional hierarchy of JWMs in the Organization the GP of RS 4800  should be removed in the MACP scheme. In this regard the Association had submitted the Principal Bench, New Delhi directives (OA No. 904/2012 26th day of November, 2012 of a court case of UDC) to OFB.
DDG/NG replied that they will study the case and take a decision on the issue.

9) R&D AND NEW CHALLENGES FOR ORDNANCE FACTORIES- The Association represented that Research and Development activities in Ordnance factories should be carried out with experienced JWMs as the same was already submitted in our Cadre Review Proposal( under the   guidance of General Managers )to face the new challenges by the Organization. The experienced JWMS may be sent for visiting of foreign countries plants to implement the R&D activities in our Factories.

 Chairman/OFB replied that it will be taken in to consideration for the betterment of the organization.

10) HONORARIUM FOR CONDUCTING RECRUITMENT AND INQUIRY- The Association represented that OFB should make Uniform policy for all the Factories to pay Honorarium to the Gazetted Officers for conducting the recruitment duties as well as Departmental Inquiries. As per SSC Guidelines all the Factories (like HVF, EFA, OCF, CFA and OFK etc.,) should be directed to pay the honorarium for the invigilator and evaluator in the recruitment duties as General Manager is empowered for the same. For Departmental enquiry minimum Rs 5000/- and maximum Rs 10000/- should be paid to the officers as per O.M.No142/15/2010-AVD,dated 31st July 2012.

Chairman/OFB as well as DDG/NG assured that they will review the matter and extend the same to all the Factories. DDG/NG told that as per the Delegation of Financial Powers, it is clearly indicated that GM who is above/ equivalent to DDG post are authorized to pay the Honorarium to their employees.

11) NEWS PAPER ALLOWANCE TO ALL JWMS- The Association represented that the payment of News Paper Allowance which was existing before implementation of 6th CPC had discontinued to JWMs after implementation of the 6th CPC which is injustice.

DDG/NG replied that the matter will be taken up with M of D and it will be settled at the earliest.

12) THE ASSN/CE REPRESENTATION IN BRANCHES DURING THE VISIT OF OFB OR M OF D OFFICIALS-   Association represented that CE office bearers should give chance in the Factories to meet and submit their representation during the visit of OFB or MOD and other higher officials to the factories.

DDG/NG replied that this will be informed to All the General Managers for necessary action. 

13) IMPLEMENTATION OF CADRE REVIEW AT THE EARLIEST- The Association represented that many JWMs are retiring from the Organization without any Promotion. Even though Cadre review Committee had submitted their report in 7th Sept 2012 and the same was not been taken up with M of D.

Chairman/OFB replied that OFB will submit the same to M of D very soon after consultation with concerned Associations.

OTHER POINTS TAKEN UP WITH THE PERMISSION OF CHAIR

14) General Secretary/NDGBGOA strongly condemned regarding the planning of OFB for making RS 4800 Grade Pay for JWMS which will be injustice to the whole experienced cadre.
DDG/NG expressed that there are many complaints from all the sides for not to make RS 4800 GP for JWMs. OFB is making the cadre Review which will be forwarded to M of D very soon.

15) Combined Seniority of JWMs- General Secretary strongly protested the recent promotion to AWM which is against SRO 227 (Group A cadre). The promotions from JWM to AWM are being taken place according to the trade which is injustice. As per the exiting SRO, 50% of JWMs (Tech, Non Tech/ST) should be promoted to the post of AWM. GS suggested that the Combined Seniority list should be prepared to the Technical stream and Other for NT/ST stream and the Promotions should be given within the time frame.

   GS also informed to OFB Officials to correct the Ratio of JWM (NT) since OFB has not counted vacancies of OS while fixing the Ratio of JWM (NT). Presently OS are getting Promotions against the vacancies of CM (NT).

 The Association emphasized to implement the ‘Cadre Review Proposal submitted by NDGBGOA’ which will not only for the betterment of the cadre but also for sustainability of Organization in future.

     The meeting was ended with vote of thanks to the Chair and other OFB officials.
