Sir,

          Reference cited above, the Central Executive Committee request your kind attention and necessary direction to all the factories to Grant the increase allowance for Reimbursement of expenditure incurred on purchase of Brief case/Official Bag/ladies purse for central Government employees.

As per 7^th CPC recommendation No-8.17.5 Page no.-336 it is recommended that Central Government employees are entitled to reimbursement of expenditure incurred on purchase of Brief case/Official Bag/ladies purse of Rs-3500/- to GP- 4200 to GP 4600 and Rs 4000/- to GP 4800 to GP 6600 and is accepted by Gazette of India Notification No- 169 Dated- 6^th July 2017 vide reference No-2 in Sl No.- 19 in Annexure-II.

    Therefore, the central Executive Committee requests your earliest intervention and necessary direction to all the factories for granting revise rate of reimbursement of Brief case/Official Bag/ladies to officers of Ordnance Factories.

Sir,

          Reference cited above, the Central Executive Committee request your kind attention and necessary direction to all the factories to increase the Ceiling limit for reimbursement of Cost of Newspaper & Magazine at the residence of Officers as discussed in the Periodical meeting of Association with Member/Personnel on 13/10/2017 at OFB.

    It is brought to your kind notice that, reimbursement of the cost of Newspaper & Magazine is still continued in all the Factories as per old rate vide reference No- I in which Group B Gazetted Officers are eligible to get Rs-85/-(Eighty five Rupees) only. As per Reference No-II, the rates have been revised and Office order has been published only at OFB but not in Factories W.E.F May 2016. As per the revised rate Group B Gazetted Officers are eligible to get Rs 200/- (Two Hundred Rupees) per month towards reimbursement of Newspaper & Magazine.                  

Therefore, the central Executive Committee request your earliest intervention and necessary direction to all the factories to revise the new rate of Reimbursement of Cost of Newspaper and Magazine at par with OFB please.

Respected Sir,

                 The Central Executive of this association strongly protests against the recent disposing off of 166 request transfer application of JWM and PS cadre in Compassionate ground.

              It is brought to your kind notice that both the stake holder association had a meeting with Member/Personnel and requested to consider the request Transfer of JWMs and PS on Compassionate ground and all the application may be kept alive for considering in next phase. It is deeply regretted that OFB has disposed of all the application of request transfer vide above reference in which many genuine cases were there. In that, either the employee or their dependents have serious health problem. Without considering the seriousness of compassionate ground request Transfer, OFB has disposed of all the application.

                            Therefore, The Central Executive of this Association request you to Reexamining and considering all the application of JWMs and PS those have applied for inter factory transfer in merit basis in the next phase please.

          Reference cited above, the Central Executive Committee request your kind attention and further action to grant RISK Allowance to all the Officers (Group A and Group B) working in Danger area where the Industrial Employees are eligible to get the same Allowance.

    It is brought to your kind notice that, in the manufacturing of Initiator, Propellant, Explosives, Filling of Ammunition, electroplating, X ray unit, etc, Officers are directly involve in the health hazard and  also suffer in Accidents. As per DOP&T, O.M. No- 21012/01/2010-EStt(AL) Dated- 18^th October,2012, Danger Building Officer are eligible for risk Allowance of   Rs 400/- per Month(As per 6^th CPC) w.e.f 1^st September 2008. The amount will be raised by 25% every time with increase in DA of 50% (125% DA as on 01/01/2016).Government has also accepted the risk allowance in 7^th CPC with a multiplication factor 2.25 with existing rate.

        Therefore, the central Executive Committee request your earliest intervention and necessary direction to grant Risk Allowance to all the Officers working in danger area where ever Industrial Employees are eligible.

REMINDER ON JTS POST VACANCY REGISTER

                      Sub:-Discrepancy in filling of post of AWM (JTS)-reg

Respected Sir,

                            It is understood that vacancies of AWM (JTS post) through DR Quota was filled regularly in the corresponding years. But filling of the vacancies of AWM (JTS post) through promotion was not done regularly in the corresponding years. In this regard, still confusion exists whether the vacancies for promotion quota of previous year was brought forward. Due to this still some discrepancies exists in deciding the seniority between Promotion and DR Quota.

        As per DOPT guidelines ,Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training OM No 350114/2/80-Estt (D) Dt 07/02/19  for General principles of determining the seniority of various categories of persons employed in central services all establishments should maintain the vacancy register in the specified format as mentioned in the above OM. This Vacancy register will give the clear picture regarding the filling of vacancies through DR and promotion Quota

In view of the above, this association has  requested vide above letter for the copy of the Vacancy Register for every year from 2000 to 2015, in the exact format mentioned in the above OM. But till date it was not yet furnished by OFB. Once again it is requested and reminded to furnish the same at the earliest.

          Reference cited above, The Central Executive committee of this Association directs the undersigned to bring followings for your kind intervention and necessary action at the earliest please.

     Sir, Member/TS & Engg has issued a letter vide above letter to Sr.GM/ GMs of Factories for communicating to concerned HOS and DVO for adverse effect on their performance assessment if there is repetition in failure.

       Sir, Head of Section is named by OFB for smooth function of a section without any SRO/RR or a promotional post. JWMs are being posted as HOS by the General Manager in their wish without seeing their seniority and experiences. Moreover HOS is not the decision making authority in the section. The decision and discipline in the section is not lies with HOS. Previously there was a post of Foreman who used to act as HOS and during that period decision of the section was totally depend upon him. At present, there is no proper hierarchy and control in the present two grades (Chargeman and JWM cadre) structure of middle management cadre in Ordnance Factories. Therefore blaming HOS for Quality failure is totally unjust.

          It is appreciated that, Charter of Duties of Medical & Paramedical Personnel is clearly mention by DHS in the year 2002 but Ordnance Factory Board has not yet prepared and published the charter of duties, responsibilities and accountabilities of its employees. There are many changes in cadre structure (Group- B and Group-C)  by subsequent pay commission (5^th CPC,6^th CPC,7^th CPC), but OFB has not yet taken any initiative for demarcation of duties and responsibilities  for each cadre except financial power.     

        

            Sir, Failure in quality is depend on many factors like defective raw materials, process defects, plant defects, old machinery and human mistakes during manufacturing process, etc. The decision making authorities as well as workers involved in manufacturing process have to be held responsible for any failure.

         Therefore, Central Executive of this Association request you to make and publish clear guidelines on charter of duties, responsibilities and accountabilities of all its employees from Semi Skilled worker to General Manager at the earliest for making Ordnance factories as the best organization.
