ACCOUNTABILITY IN ORDNANCE FACTORIES

          Reference cited above, The Central Executive committee of this Association directs the undersigned to bring followings for your kind intervention and necessary action at the earliest please.

     Sir, Member/TS & Engg has issued a letter vide above letter to Sr.GM/ GMs of Factories for communicating to concerned HOS and DVO for adverse effect on their performance assessment if there is repetition in failure.

       Sir, Head of Section is named by OFB for smooth function of a section without any SRO/RR or a promotional post. JWMs are being posted as HOS by the General Manager in their wish without seeing their seniority and experiences. Moreover HOS is not the decision making authority in the section. The decision and discipline in the section is not lies with HOS. Previously there was a post of Foreman who used to act as HOS and during that period decision of the section was totally depend upon him. At present, there is no proper hierarchy and control in the present two grades (Chargeman and JWM cadre) structure of middle management cadre in Ordnance Factories. Therefore blaming HOS for Quality failure is totally unjust.

          It is appreciated that, Charter of Duties of Medical & Paramedical Personnel is clearly mention by DHS in the year 2002 but Ordnance Factory Board has not yet prepared and published the charter of duties, responsibilities and accountabilities of its employees. There are many changes in cadre structure (Group- B and Group-C)  by subsequent pay commission (5th CPC,6th CPC,7th CPC), but OFB has not yet taken any initiative for demarcation of duties and responsibilities  for each cadre except financial power.     
        
            Sir, Failure in quality is depend on many factors like defective raw materials, process defects, plant defects, old machinery and human mistakes during manufacturing process, etc. The decision making authorities as well as workers involved in manufacturing process have to be held responsible for any failure.

         Therefore, Central Executive of this Association request you to make and publish clear guidelines on charter of duties, responsibilities and accountabilities of all its employees from Semi Skilled worker to General Manager at the earliest for making Ordnance factories as the best organization.
