ACCOUNTABILITY IN ORDNANCE FACTORIES

          Reference cited above, The Central Executive committee of this Association directs the undersigned to bring followings for your kind intervention and necessary action at the earliest please.

     Sir, Member/TS & Engg has issued a letter vide above letter to Sr.GM/ GMs of Factories for communicating to concerned HOS and DVO for adverse effect on their performance assessment if there is repetition in failure.

       Sir, Head of Section is named by OFB for smooth function of a section without any SRO/RR or a promotional post. JWMs are being posted as HOS by the General Manager in their wish without seeing their seniority and experiences. Moreover HOS is not the decision making authority in the section. The decision and discipline in the section is not lies with HOS. Previously there was a post of Foreman who used to act as HOS and during that period decision of the section was totally depend upon him. At present, there is no proper hierarchy and control in the present two grades (Chargeman and JWM cadre) structure of middle management cadre in Ordnance Factories. Therefore blaming HOS for Quality failure is totally unjust.

          It is appreciated that, Charter of Duties of Medical & Paramedical Personnel is clearly mention by DHS in the year 2002 but Ordnance Factory Board has not yet prepared and published the charter of duties, responsibilities and accountabilities of its employees. There are many changes in cadre structure (Group- B and Group-C)  by subsequent pay commission (5th CPC,6th CPC,7th CPC), but OFB has not yet taken any initiative for demarcation of duties and responsibilities  for each cadre except financial power.     
        
            Sir, Failure in quality is depend on many factors like defective raw materials, process defects, plant defects, old machinery and human mistakes during manufacturing process, etc. The decision making authorities as well as workers involved in manufacturing process have to be held responsible for any failure.

         Therefore, Central Executive of this Association request you to make and publish clear guidelines on charter of duties, responsibilities and accountabilities of all its employees from Semi Skilled worker to General Manager at the earliest for making Ordnance factories as the best organization.

Respected Sir,

            The Central Executive Committee of this Association strongly oppose against the recent OFB Letter vide reference No- 4 regarding the number of Post earmarked for Junior Works Manager(Selection Grade). This Association has Communicated Vide reference No- 3 regarding Number of post to be considered for JWM(SG) cadre but without consultation with any Association and without any reply to the Association, OFB has forwarded letter to all the factories for DPC. In this regard, Following points are brought to your kind notice for reconsidering the strength of JWM(SG)as per Gazette notification.

1.   No Cadre review for middle management cadre for two decades- It is deeply regretted that 6th CPC has demoralized the middle management cadre in Ordnance Factories and OFB is unable to make cadre restructuring for more than two decades.
2.   Inter Grade ratio of middle management cadre- It is brought to your kind notice that before 6th CPC(Four grade Structure of CM-II,CM-I,AF &JWM) inter grade ratio JWM(Tech) Strength was 2615 and was assigned as Head Of Section in the production section. Even though there was 2615 JWM(Tech) some section were headed by Assistant Foreman. It clearly shows that for functional requirement more than 3000 JWMs is required for heading the production Section in ordnance Factories.
3.   Recommendation of 7th CPC- Seventh CPC Recommendation clearly mentioned that “the avenues for progression for the JWM cadre are indeed extremely limited. Without considering the functional requirement and promotional avenue for JWM, OFB has reduce the strength of JWM(SG).

4.   Violation of Gazette Notification- Gazette Notification vide reference No- 2 clearly states that Of the total pool of post in GP4200 and GP4600, 10% should be earmarked to be placed in GP-4800(level-08)”.  It clearly indicates about the number of post in 4200GP and 4600 GP not only the feeder cadre.

          Hence to meet the functional requirement of ordnance factories and to ensure effective monitoring of shop floor activities as mentioned by 7th CPC and OFB, JWM/Technical(Selection Grade) cadre should be increased by considering all the cadre of Grade pay of 4200.
                                               
         Central Executive Committee requests your earliest intervention and necessary action for making the above proposal as per Gazette notification or otherwise this Association may compelled to approach court of law for Justice to maintain proper Hierarchy of JWM(Tech) and Functional requirement as per Gazette notification.

DPC FOR PROMOTION FROM JWM TO AWM

DEAR MEMBERS,
               GENERAL SECRETARY VISITED OFB ON AND MOD, FOLLOWING UPDATION REGARDING DPC FOR PROMOTION FROM JWM TO JTS (AWM) WAS OBTAINED.

      DURING OFB VISIT, THE MATTER WAS TAKEN UP WITH DDG/NG AND MEMBER/PER AND DIR/NG. IT WAS INFORMED THAT REGARDING RESERVATION , THERE WAS HEARING ON 17TH JULY AT HONORABLE SUPREME COURT. MOREOVER IT WAS ALSO INFORMED THAT THERE WAS SOME PROMOTION ORDER BY INCOME TAX DEPARTMENT WHICH ALSO WILL BE PERUSED AND OFB WILL ASK CLARIFICATION FROM DOP&T FOR PROMOTION. IF CLARIFICATION IS OBTAINED THEN DPC WILL BE FORWARDED TO UPSC FOR FURTHER ACTION. BUT TILL DATE OFB HAS NOT GOT ANY CLARIFICATION.
   DURING MOD VISIT THE MATTER WAS TAKEN UP WITH UNDER SECRETARY AND JOINT SECRETARY/LS. IT WAS CLARIFIED THAT DOP&T HAS NOT GIVEN ANY INTERIM ORDER REGARDING DPC. IT WAS ALSO INFORMED THAT NEXT HEARING AT HONORABLE SUPREME COURT IS IN THE THIRD WEEK OF SEPTEMBER 2017.
   
  DECISION FROM HONORABLE SUPREME COURT IS EXPECTED IN THE THIRD WEEK OF SEPEMBER 2017. IT IS EXPECTED THAT ALL THE GOVT. DEPARTMENT MAY TAKE NECESSARY FURTHER ACTION AFTER THE DECISION.

GENERAL SECRETARY VIST TO MOD

Dear members,
   GENERAL SECRETARY and JOINT SECRETARY, NDGBGOA/CE, visited MOD,NEW DELHI and met JS/LS and Under Secretary,Estt/Gazetted on 31.07.2017 and 01.08.2017.
     Gazette notification dated 15th June 2017 was clearly explained to them for their intervention and necessary action.
As per Gazette notifications  " OF THE TOTAL POOL OF POSTS IN GRADE PAY 4200 AND GRADE PAY 4600, TEN PER-CENT SHOULD BE EARMARKED TO BE PLACED IN GRADE PAY 4800. 

     Accordingly it was submitted that all cadre including MCM should be taken for consideration for making the equivalent post in Grade pay of 4800 for JWM CADRE.Both Joint Secretary/LS and Under Secretary accepted the proposal and assured for considering the proposal.
