MINUTES OF THE 3RD BGCM HELD AT OFAJ ON 25TH AND 26 TH APRIL 2018

                                   held on 25th&26thApril’ 2018 at O.F.AMBAJHARI, Nagpur.

                           The 3rd Biennial General Council Meeting’2018 of NDGBGO Association was held on 25th&26th April’2018 at Community Hall, OFAJ, Nagpur. The inauguration ceremony was held at “SAMAJ SADAN’OF Ambajhari, Nagpur at 1100 hours on 25th April 2018 as per the schedule. The following Chief Guest/Guest were present during Inaugural Function.

                          The Chief Guest Welcomed to the dais & greeted by NDGBGOA Branch/OFAJ along with President and General Secretary (CE). The President & General Secretary of NDGBGOA honored with a Shawl, & Flower bouquet by the branch office bearers. Shri SHRIRAM BATWE, Patron/BPMS also honored with Shawl and Flower Bouquet by the branch Office bearers. Shri. S.M. BADWAIK, Organizing Secretary/CE who is retiring from service in the month of April’ 2018, Sri D. MAZUMDAR, Addl. PD/NADP, OFAJ and Sri J P SINGH, General secretary (CE)/NDNGSA welcomed to the dais by the branch Office bearers. Dr. WARKHEDE, JWM/CFA and member of NDGBGOA/OFAJ Branch, who has recently completed his PHD Course, was congratulated by the President and General Secretary by giving bouquet and shawl.
            Sri Shrikant Bhoyar, Branch Secretary/NDGBGOA/OFAJ Branch given his welcome speech and addressed to the gathering and all the delegates.
           Shri. Jaigopal Singh, General Secretary/NDGBGOA delivered his inaugural address. He informed to the gathering regarding the recent achievements of NDGBGOA and participation of NDGBGOA in APEX Committee and TPM Conference at OFB. He has informed the gathering that 7th CPC was recognized the NDGBGOA and asked to MOD regarding our demand of GP-4600 for Chargeman and 5400 PB-III for JWMs. MOD also forwarded the reply by asking 4800, 5400 (PB-II) and 5400 (PB-III)  for JWM cadre. However 7th CPC reduced one level low and given their recommendation which is against the progression and career prospects of JWM/PS cadre. He also expressed that NDGBGOA demanded Industrial Allowance @ 15% for Gazetted officers working in Ordnance Factories, but MOD is not supported the proposal. He expressed that as on date NDGBGOA is the only Recognized Association in OFB and other Associations Continual recognition process is under process.
             Shri. S. ChandraKanth Rao, President/ NDGBGOA, in his inaugural address expressed about the recent development on competition by the Private industries which is the threat to existence of OFB. He also expressed that the middle management Cadre had been neglected by OFB since 5th CPC by way of merging the posts. He also stated that the futuristic thinking of Late Sri M.S. Hari ji (in the Blog ‘Save Ordnance Factories’) regarding stern competition with private and future of Ordnance Factories (Founder of NDNGSA and NDGBGOA). Previously there were 7 cadres in middle management and the cadre was getting financial benefits which is a moral boost by way of promotion. Now middle management cadre has got only one promotional avenue by which the cadre lost their morality without any promotional avenues. He expressed about the recent development of private participation in defence products which is a serious threat to O.F’s. Finally he expressed that our Association will try its best for the JWM/PS cadre and also in the interest of OFB Organization by saying ‘without Organization the Association has no meaning’.                                                                                                                                
Shri. BATWE JI, Patron/BPMS who was participated as a guest while addressing the gathering he expressed about the latest changes in Ordnance Factories and different committees reports against Ordnance Factories (which was formed and given their report) during the course of time from 1964. But OFB has sustained and continued its defence production by supplying the Arms and Ammunition to the customer within the schedule time.
 The Chief Guest Dr K. Pandey, IOFS, Sr. PD, OFRC expressed his best wishes for fruitful BGCM and welcome all the delegates to OFAJ who reached from all the Ordnance Factories.  He also pointed out that vital role of JWMs & CM in Ordnance Factories. He expressed his concern about that JWM cadre and also stated that the cadre should be respected more in the organization.
Shri.S.B. Gour, Chairman/OFAJ Branch tendered his detailed vote of thanks.  He extended his gratitude to OFIL, OFAJ management for their wonderful support and co-operation in all respects to conduct the BGCM at NAGPUR. He extended thanks to all the delegates from different Factories for attending the BGCM.
The inauguration ceremony of 3rd BGCM of NDGBGOA  is concluded with National Anthem by all the participants followed by Lunch.
NDGBGOA Business Session started at SAMAJ SADAN,OFAJ at 14:30 hours.
1st Day Business session on 25/04/2018 at SAMAJ SADAN at 1430 hrs :
In the business session, General Secretary submitted his GS report regarding  to the house about the recent activities of assciation and he mentioned about the formation of new branches at, OFV, OFBH, MSF,HVF and OFDR and recent developments in OFB regarding DPC and Latest 7th CPC implementation issue. He has explained about some of the important achievement of Association during the last tenure.The house unanimously  accepted General Secretary report.
              Shri Abhay Rajput,Treasurer(CE) was presented  Income and Expenditure Balancr sheet  from 11-02-2016 to 24-04-2018 in front of the house and the house unanimously approved the treasurer report submitted by Sri Abhay Rajput which was seconded by Sri P.D.KENJALE. General Secretary requested house for giving Levy and Donation towards Court cases by all branches for smooth function of Association.
 The Following agenda points were discussed in the business session.
AGENDA POINTS
1.      NEED OF INCREASE IN SANCTION STRENGTH OF JTS POST (AWM) IN PROPORTION T THE SANCTIONED STRENGTH OF JWM.
2.      DISCUSSION ON DPC  FROM JWM TO AWM FOR THE YEAR 2015-2016, 2016-2017 and 2017-2018  AND DECISION TAKEN ON
3.      IMPLIMENTATION OF 7TH FOR JWM CADRE AND INCREASE OF JWM(SG) TECHNICAL CADRE.
4.      IMPEMENTATION OF HONORABLE CAT ERNAKULAM ORDER FOR PAY FIXATION OF CM AND JWM AT MINIMUM RS 12090 AND RS 13860 RESPECTIVELY.
5.      REDRESSAL OF ANOMALLIES IN  SENIORITY LIST  OF JWM (T/NT) AS ON 01-01-2009, 01-01-2012& 01-01-2014 IN LIGHT OF THE  AVAILABLE RULES  IN FORCE AND SENIORITY LIST OF JWMS MAY BE AMENDED AND PUBLISHED. 
6.      TRANSPERENT TRANSFER POLICY OF JWM AND PS TO BE MADE WITH DUE CONSULTATION OF STAKE HOLDERS.
7.      DISCUSSION ON BUNCHING INCREMENT FOR JWM CADRE.
8.      PUBLICATION OF SRO OF JWM (TECH/NON TECH).
9.       CADRE REVIEW OF JWM (TECH/NON TECH).
10.   WITHDRAWAL OF DEFFERMENT DATE OF PROMOTION ORDER OF JWMS.
11.  INCREASE THE VACANCIES IN JWM POST (SELECTION GRADE).
12.   DISCUSSION AND DECISION ON RISK AND HARDSHIP ALLOWANCES.
13.  INCENTIVE SCHEME IN ORDNANCE FACTORIES FOR GROUP’B’ GAZETTED .
14.   CADRE REVIEW OF PS/SR.PS IN ORDNANCE FACTORIES.
15.   REVIEW OF HARD STATION OF ORDNANCE FACTORIES.
16.  SEPRATE TRAINING FOR JWMS.          
17.  REVISION OF SRO 149 REGARDING QUARTER ALLOTMENT –ENTITLEMENT OF TYPE-IV QUARTER AS IT WAS AFTER 5TH CPC.
18.  GRANT OF THREE INCREMENTS AGAINST ACQUIRED HIGHER QUALIFICATION.
19.  SEPRATE TRAINING INSTITUTE FOR JWMS IN OFILS.
20.  NATURE OF DUTIES FOR  JWM CADRE.
21.   INCREASING /EXTENSION OF ROOMS IN IB ANNEXURE FOR GROUP’B’ GAZETTED.

         There was thread bare discussions on all the points and the point No-3 regarding implementation of 7th CPC and increase of JWM (SG)/Tech cadre was discussed in details. As there was no conclusion on the point, house decided to keep the same points for next day for decision.
2nd Day Business Session on 26th April 2018.

         In the Second Day Zonal Secretaries/Chairman presented their respective Zone report. They have assured for continual better activities of Assn in the Future. All the Zonal Secretaries /Chairman assured for formation of New Branches in their Zone (wherever 100% branch coverage not there) in this year
          Court Cases Status-  HAPP and CFA Branch Associations explained regarding the status of their cases about  SRO violation and Nature of Duties of JWM and thereafter Allowances cases.
Again there was discussion on point No-3 regarding whether to approach court of law for increasing strength of JWM (SG) Technical. Finally it was voted and maximum members proposed to approach court of law for increasing the strength of JWM (SG) Technical Strength. The House unanimously Authorized HVF ,Avadi Branch Association for taking the case at Honorable CAT Chennai for increasing of JWM (SG)/Technical Cadre.
              House unanimously shown displeasure on OFB for not resolving long pending issues pertaining to Group B Gazetted cadre as a result whole cadre is demoralized. Every delegate in the house unanimously decided for democratic agitation program which may start at branch level from 6th JUNE-2018.
              The house unanimously taken resolution on following important points and requested to CE for asking OFB for resolving the issues in a time bound manner.

  
Sub: Resolution taken in the BGCM-2018  - Forwarding Of

            The BGCM of NDGBGOA which was held at OFAJ, Nagpur on 25th and 26th of April-2018 unanimously taken following resolutions on long pending unresolved issues pertaining to JWMs and PS cadre in Ordnance Factories for earliest intervention and necessary action by OFB.
i)                    Publication of corrected Seniority List :-
“Seniority List of JWMs which has got many discrepancies and not being corrected for a long time should be corrected and published within a month

ii)                  Approaching Court of Law for increasing JWM (SG) /Technical Cadre:-
As per Gazette notification, CE has authorized HVF Branch for approaching Court of Law for increasing JWM(SG) Technical .

iii)                Revised Transfer Policy as per DOP&T Guidelines:- 
The current Transfer Policy of JWM/PS should be withdrawn and revised Transfer Policy should be made for JWM/PS by OFB with due consultation of stake holders.

iv)                Cadre restructuring of Group B Cadre in Ordnance Factories:-
Cadre restructuring of Group B Cadre in Ordnance Factories should be made at par with DRDO, DAE, CSIR and ISRO.

v)                  Publication of Duties and Responsibilities of JWM Cadre in Ordnance Factories-
Duties and Responsibilities of Group ‘A’ Cadre in Ordnance factories had been published by OFB in 2008 similarly for Medical and Paramedical Staff it has been published in 2002. Association is continuously demanding for publication of Duties and Responsibilities of JWM Cadre but OFB not yet all published the same. Therefore, Duties and Responsibilities of JWM Cadre in Ordnance factories should be published by OFB within a month.

vi)                DPC for AWM Promotion:-
Promotions from JWM to AWM (by Adhoc or Normal) should be effected within a month.

vii)              Risk Allowance for JWM Cadre:-
Risk Allowance should be granted to JWM those are working Hazardous operation and wherever IEs are eligible to get

 viii)            Incentive to JWM Cadre:-
Incentive for JWM Cadre should be implemented in OFB for boosting the morale of the cadre.

ix)                Implementation of Pay Fixation for CM and JWM Cadre in Ordnance Factories:-
As per the Honorable CAT, Ernakulam Bench, the Pay Fixation ordered by Honorable CAT, Ernakulam should be implemented in OFB according by Chargeman should be fixed at minimum RS 12090 and JWMs should be fixed at minimum RS 13860 w.e.f. 01.01.2006.

Democratically Agitation Program by NGDBGOA for above long pending unresolved points pertaining JWM/PS cadre  :-
House unanimously resolved to start democratically Agitation Program by all the branches from 6th June 2018 for all the above long pending unresolved points.

Election of  New Office Bearers
The house unanimously elected the following Office Bearers & Central Executive Committee which is enclosed in Annexure-A for two year term from  2018 – 2020.
 New Office Bearers were given warm welcome by the house with applause.
Vote of Thanks
            Shri Jaigopal Singh General Secretary/NDGBGOA extended thanks to all the delegates, organizing committee of OFAJ Branch and Management of OFAJ and OFIAJ for their kind co- operation for smooth conduction of BGCM. He expressed his special thanks to the organizers for their day & night hard work to make the BGCM a grand success.
           The BGCM 2018 of NDGBGOA ended with National Anthem.
