of Biennial General Council Meeting held
on 09th&10thFebruary 2016 at Khamaria, Jabalpur.
The 2nd Biennial General Council Meeting’2016 of NDGBGO Association
was held during 09th&10th February’ 2016 at O.F. Khamaria,
Jabalpur. The combined 2nd
BGCM of NDGBGOA and 4th BGCM of NDNGSA inauguration ceremony were
held at GITAYAN’O.F.I.L,Khamaria,
Jabalpur (M.P) on 09th February at 11.30 hours as per the schedule.
Shri. P.K. Shrivastava, IOFS, Sr. General Manager,
OFKhamaria was the Chief Guest for the inaugural function.
Sri P.R Bhardwaj, JWM/GCF, Zonal Secretary
welcomed the Chief Guest on the dais. The President & General Secretary of
both NDGBGOA & NDNGSA greeted the Chief Guest and branch office bearers presented Shawl
& Flower bouquet. Shri. V.K.
Srivastava Jt.Secretary/CE and Convener of BGCM-2016 welcomed all the guests
&delegates of both the associations to the BGCM meeting in his welcome
address.
Sri S.ChandraKanth Rao, JWM/OFILMK,
President, NDGBGOA delivered his inaugural address. While addressing to the
cadre he explained that the NDNGSA had started in 1993 under the magnanimous
leadership of our beloved Patron Late Sri Hariji and got recognition after lot
of struggle. After merging of the posts under the guidance of Late Sri Hariji,
the NDGBGOA had started as a new Association in the year of 2012 and got
recognition within a span of one year. He also expressed about the recent
development on competition of Private companies for manufacture of Arms and
Ammunition in the Defence sector. He also expressed that the middle management Cadre
of CM and JWM should take the future challenges in front of our Organization for
the interest of the Nation.
Shri. Jaigopal Singh, JWM/OFBA, General
Secretary, NDGBGOA has delivered his address. He has informed regarding the
recent achievements of NDGBGOA and participation of NDGBGOA in APEX Committee
and TPM Conference. He addressed the gathering that MoDhad accepted the Grade
Pay of 4800 for JWM which was forwarded to MOF, and to 7th CPC
Implementation Cell.He also expressed that NDGBGOA had taken up the issue of
Pinaka Mark-II to Honorable Defence Minister as it was ordered to Private
Company through DRDO. Honorable Defence Minister intervened in the matter and
finally the order was granted to O.F. ITARSI. He expressed that our Association
will try its best for the progress of the cadre as well as our Organization. In
the concluding of the speech he told to the gathering that without our
Organizationthe existence of the Association had no meaning.
Shri. Hemant Trivedi, CM/OFBA, General
Secretary and JCM-III, NDNGSA welcomed the gathering in his inaugural address
and expressed the recent achievements of the Association. He explained the points
discussed in the JCM forum which were not only for cadre and also emphasize
about the Energy Saving in Ordnance Factories.
Finally, Shri. D. K. Choudhary, CM/OFKH,
President, NDNGSA delivered his address.
He had briefed about the role of JWMs &Chargeman in O.F. Organization.
He challenged that at present, OFB has got well Qualified Chargeman and JWM
which will make Ordnance Factories to a greater height if they are properly
utilized by the organization.
Chief Guest Shri. . P.K. Shrivastava, IOFS, Sr. General Manager, O.F. Khamaria expressed his best wishes to all the delegates attended
to the BGCM from all the Ordnance Factories in the combined inaugural meeting
of NDGBGOA& NDNGSA. While addressing
the gathering, he stated that the vital role played by JWMs & CM in
Ordnance Factories for achieving the targets in the Ordnance Factories. He
expressed about the recent developments regarding private competition with OFB.
He expressed that ‘we all together can face the future challenges of Ordnance
Factories’. He expressed that negative points of our organization are being
published where as positive points are not being shown. He pointed out that in
the present scenario we should market ourselves by taking up the positive
achievements.
Shri. Vinod Singh,CM/VFJ, Zonal secretary NDNGSA tendered his detailed vote of thanks.
He extended his gratitude to OFK,GCF and VFJ managements for their innumerable
support and co-operation in all respects for conducting the BGCM at Jabalpur. He
extended his sincere thanks to all the delegates of both associations for
attending the BGCM.
Shri P.K. BURMAN(Secretary/OFK Branch)who was compiling in the inauguration function was greeted by Office
bearers of NDGBGOA for his retirement
which will be in the month of June’ 2016.
The combined inauguration ceremony of 2nd
BGCM of NDGBGOA &4th BGCM of NDNGSA (after Govt. Recognition)
was concluded and followed by Lunch.
The NDGBGOA Business Session started at‘GITAYAN’ O.F.I.L,
Khamaria, Jabalpur at 14:30 hours.

In the business session, General Secretary
submitted his report regarding the recent activities of association and he has mentioned
about the formation of new branch atHEF, Pune. He explained about the recent
development in the OFBregarding the cadre review of JWM and Latest 7th
CPC issues. He has explained the following important achievements of
Association during the last tenure.
1.
Participation
in APEX Committee and local productive Council.
2.
Payment
of Honorarium for conducting the Exams.
3.
Cancellation
of JWM Transfers which were ordered by OFB without any policy.
4.
Taking
of the point with MOD regarding ‘one time relaxation of settled LTC claims’.
5.
Publishing
and giving of recorded minutes of Association by OFB and MoD in the history of OFB.
6.
Formation
of task force with Association members for finalization of seniority list
preparation of JWMs.
7.
Consideration
of our proposal in 7th CPC in Level 08,09,10 in pay matrix with nonfunctionalup
gradation at MoD .
8.
Restoration
of one incremental benefit to CM and JWM.
9.
Provision
of Brief case to Group B Gazetted Officers.
10.
Payment
of newspaper allowance.
11.
Providing
of computer, furniture and other facilities to JWMs.
Following Agenda points were taken with the permission of Chair
for discussion and Resolution.
1)
Completion of cadre review before 7th CPC
implementation.
2) Revision of Deferment of Date of
promotion of JWM.
3) In 7CPC Pay matrix Table V, for group C
1-5 and Group A 10-12 levels index 1 payments
are almost in
equal progression except for levels 6,7,8 of group B…For 1800-
18000, 1900-19900,200-21700,2400-25500,2800-29200
but for 4200-35400,4600-
44900,4800- 7600,5400-53100 and
5400-56100,6600-67700.7600-78800…to be ratified.
4)
LTC recovery cases after final bills were passed.
5)
PC of AClarification on Restoration of increment.
6)
DPC for AWM
as per SRO Violation Period vacancy calculation ( Since the year 2002 )
7)
Time scale promotion for all JWMs.
8)
Uniform policy for detailing of Orderly officer
duty, and availing off for the same. (The
name
of "Orderly officer" may be changed as "Duty
officer" / "Officer in-
charge" / "Special officer").
9)
Publication of Nature of duties of JWMs.
10)
PC with Printer and Internet facility to all JWMs.
11)
Increase in JTS Post and reducing STS post.
12)
Publication of names of all JWMs in "Gazette
of India".
13)
Introducing training in NADP for all JWMs,
14)
Separate section creation for JWMs related matters
in OFBHQ as "A/GB". (Already A/G,
A/NG,
A/NIE sections available but JWMs matters is looking after by A/NG section.).
15)
Incentive scheme to all JWMs.
16)
RISK Allowance to JWM in RHA Matrix.
17)
Transparent transfer policy for JWMs.
18)
Furniture for all JWMs.
19)
Provision of Ordnance quota for JWMs (Group B
Gazetted) in Railways for official duty,
20)
Creation of Separate Grievance
Redressal Mechanism for Group – B (Gazetted) Cadre.
21)
Early amendments in SRO/RR of JWM - T
& NT
22)
Maintaining Uniform policy in
seniority Group – B Gazetted Cadre like in Goup A (Up to
date
data in OFBCOMNET).
There was a discussion on the above points in the house and the
house was unanimously taken resolution on the important points for resolving
the issue at the earliest by OFB and MoD.
The first business Session was ended at 1830 Hrs.
2nd
Day Business Session on 10th February 2016.
In the Second Day Zonal
Secretaries/Chairman presented their respective Zone report. They have assured
for continual better activities of Assn in the Future. All the Zonal
Secretaries /Chairman assured for formation of New Branches in their Zone (wherever
100% branch coverage not there) in this year.
Court Cases
Status- HAPP, OFT and CFA Branch Associationexplained regarding
the status of the Court cases about Cadre Review, SRO violation and Nature of
Duty of JWM and thereafter Allowances case which were at CAT Chennai. In this
regard House unanimously decided to get contribution for meeting the legal
expenses from each branches.
Treasurer Report- The house
unanimously approved the treasurer report submitted by Sri S.B.GOUR which was
seconded by Sri P.D.KENJALE.
Some important
issues were taken up by the members with the permission of chair.
1.
Protective Reciprocal Percentage of AWM in
all the trades (according to the strength of JWMs )in the new SRO framed by OFB
for IOFS.
2.
Participation of JWM Cadre Association(Feeder
Cadre) in Cadre Review and S.R.O of Group A cadre.
Election of New Office Bearers
The house elected the following Office Bearers
& Central Executive Committee with absolute majority which is enclosed in Annexure-I for the
term 2016 – 2017 ( 2 Years).
New Office Bearers were given
warm welcome by house with applause.
The house has unanimouslytaken
Resolution on following important points pertaining to Group ‘B’ Gazetted
Cadre.
a)
Completion of cadre review before 7th CPC
implementation.
b)
Revision of
Deferment of Date of promotion of JWM.
c)
Change in Pay matrix in the level 7,8 and 9 as
there is no difference in increment.
d)
Recovery in LTC Claims should not be
there after final settlement.
e)
Nature of Duty should be published by
OFB at the earliest.

Increase in JTS post by adjustingSTS &
STS (NF) posts.
g)
Separate Training for JWMs.
h)
Separate Section for Group B Gazetted
Officers (A/GB)
i)
Incentive Scheme for all the group B
Gazetted officers.
j)
Publication of Group ‘B ‘Gazetted officers of
ordnance factories in Gazette Notification.
k)
Risk Allowance for JWMs
l)
PLB for Group B Gazetted Officers.
m)
Parity in PS cadre HQ and Factories.
n)
Proper Percentage of AWM in all the trades in the new SRO framed by OFB.
o)
Participation of Group B Gazetted cadre
Association (Feeder Cadre) in Cadre Review and S.R.O of IOFS Cadre.
Administrative resolutions
1.
The house was unanimously resolved to increase
the membership Subscription from Rs 100/- to to Rs 200/- (Two Hundred Rupees
Only) per Year. The levy amount for each member will be Rs 50/- (Fifty
Rupees only) per year.
2.
Core Committee of Association:There was a discussion for setting up a core committee for resolving
unsettled matters in associations. Several suggestions were received from the
house for formation of core committee. As there were many suggestions, the BGCM
decided to continue same core committee for both the Associations. Any changes
may be considered in due course of time. At present the President, General
Secretary, and senior most Vice president, Jt. Secretary and Organizing
Secretary of NDGBGOA will continue from our association till further decision.
3.
Expenditure towards Court Cases-The house unanimously resolved that 50% Balance fund of BGCM after expenditure
will be equally distributed to the branches those have taken up court cases.
Remaining 50% amount will be distributed as under:-
(75% to CE and 25% to Organize Branch)
4.
O.F. Khamaria will submit Income and
Expenditure Balance sheet to General Secretary/CE within 15 days after
completion of BGCM.
5.
Next CEC meeting will be held at AFK,Pune
and the date will be declared by the AFK Branch as per their convenient.
The business session ended with thanks to the
chair.
Vote of Thanks
Shri B.M Barik, requested all the newly elected Office Bearers
& Executive members to recall the bye laws of association for better
performance. He recalled that when we stepped into any association, members
& office bearers should strive to make the association as first
association. He requested the house for trying best to make both the
association as no.1 association in Ordnance Factory
Board. He extended thanks to both NDNGBGOA & NDNGSA organizing committee of
Jabalpur group of factories for their day & night hard work to make the
BGCM a grand success.

there after final settlement from PC of A- In some factories Internal Audit of
Accounts Deptt. are writing to Factory management to recover the LTC Claim

made after final settlement from PC of A.

Increase
in JTS post by adjusting STS & STS(NF) posts- At present there
are 606 Number of post of in STS & STS(NF) where as there is only 375 post
of JTS is existing. Therefore 300 post from STS may be reduced for increasing
675 posts in JTS for a pyramid structure in IOFS cadre.
