DEFERMENT OF DATE OF PROMOTION OF JWM

DEAR MEMBERS,
                       REGARDING DEFERMENT PROMOTION DATE OF JWMs MEMBERS OF THIS ASSOCIATION HAS FILED CASE AT PRINCIPAL BENCH NEW DELHI AND CENTRAL ADMINISTRATIVE TRIBUNAL, NAGPUR BENCH. BOTH THE HONORABLE TRIBUNAL HAS GRANTED STAY ORDER ON DEFERMENT OF PROMOTION DATE.

IN THIS REGARD CE HAS GIVEN LETTER YESTERDAY TO HONORABLE DEFENCE MINISTER WHICH IS FURNISHED BELOW.

Respected Sir,
            Reference cited, it is deeply regretted that OFB has published promotion to JWM along with deferment in dates of previous promotions (4-5 years beyond from previously published dates)!!Glaring omissions by honorable OFB are highlighted below for immediate resolution please.

1.    Ordnance factory Board has published promotion from Chargeman to Assistant Foreman on 31/05/2010 and 28/07/2010.  
2.    Ordnance factory Board has published an order of merging of post of Assistant Foreman and Junior Works Manager as Junior Works Manager (Group B Gazetted) vides order No. 3265/6th CPC/IMPL/2011/A/NG Dated-04/02/2011.
3.    Ordnance Factory Board has published the promotion order of Chargeman to Junior Works Manager (Consequent upon merger of post Assistant Foreman with Junior Works Manager) vide Order no-3265/RDPC/JWM/2010/A/NG Dated-24/02/2011 and DJWM-15/RDPC/JWM/2010/A/GB/1 dated- 12-09-2012.
4.    All the Chargeman those have promoted to Junior Works Manager has continued to perform the duty of Junior Works Manager (Group B Gazetted) as per the order of OFB..
 
5.    Ordnance factory Board has published the seniority list of JWMS in the Year 2014 two times in which all the affected person were shown as JWMs and placed in the seniority list.   

         All of a sudden OFB has published an order on 22/12/2015 and defer the promotion date of the existing JWM to the year 24/08/2012,  15/11/2012 and 22/12/ 2015 by which nearly 1000 of JWMs date of promotion date was deferred. All the affected JWMS are frustrated and   are approaching Court of law at different Central Adminstrative Tribunal for Justice.   

Sir, it is relevant to mention here that, if at all there was no vacancy in the post of JWM after 2010 in any Trade, then subsequently promotion would not have granted in the coming year. But it is surprise to note that, OFB has published promotion from Chargeman to JWM in the year 2011 and 2012 and granted the date of Promotion Notional W.E.F 2010. This clearly shows that OFB Officials has made such type of mistake knowingly. 
 Moreover, Ordnance Factory Board has Filled Vacancy of JWM through LDCE and DR in the subsequent years (2010, 2011, 2012,2013) which was knowingly carried out by OFB Officials.
Now, Ordnance Factory Board has published the Deferement of Promotion date of nearly 1000 of JWMs without furnishing the proper reason and the individuals were not given opportunity of hearing and submission of representations.

              It is noted with deep regret that OFB is not serious regarding Group B cadre ( Chargeman and JWMs) leave along its promotion. Implementation of 7th CPC is due in 01/01/2016 but OFB has not been able to get the Seniority of Chargeman and JWM right, till date. Sometimes it is felt that there is a separate department that spends its entire working time on devising mew ways and means to stamp out the Group B cadre.

Sir, from the above it is observed that  OFB Officials has taken their own decision for promotion and Seniority of Group B cadre of Ordnance Factories and made continual mistakes. Because of their mistakes many Group B employees were frustrated and approaching Honorable Central Administrative Tribunal of different benches. These will not only cause the unnecessary expenditure for the individuals but also to the Govt. of India.

Therefore, the Central Executive Committee of this Association requests your kind intervention in the matter and suitable action may kindly be initiated against the OFB Officials those have done the above mistake. It will be better to deduct the court fees expenditure from the salary from OFB Officials those have done the above mistakes.
