On 16/11/15, periodical review meeting
was held at OFB and was Chaired by MEMBER, PERSONAL. In the meeting, DDG/NG, DDG/G, DIR/ IR, DIR/
ADMIN were present. 05 office bearers of each Association were present. In the
meeting, the agenda points (35 points) of previous meeting
( conducted on 1st April 2015 )was reviewed and discussed first and
after that new points were discussed.The important new
points from NDGBGOA was
Honorarium and Separate Training of JWMs.
The
important agenda points are highlighted
below , The official minutes will be
published Very soon after receiving from
OFB.
CADRE
REVIEW- In this regard, OFB replied that Honorable RM has asked for
Rationalisation of Cadre in Ordnance Factories in the Cadre Review proposal of
JWMs which is ready for submission. Regarding
CADRE REVIEW of JWMs, MOD has
called OFB for a meeting in the last week of NOVEMBER along with MOD,FINANCE.
After which it can be forwarded to finance after approvaL.
SRO
OF JWMs- SRO of JWM(T) and JWM(NT) was
forwarded to MOD after
clarification and MoD has forwarded to DOP&T which will be expedited.
SENIORITY OF JWMs- The comments of taskforce committed
will be submitted and if required
it will be clarified from DOP&T. The report will be submitted within a week.
INCREASE IN AWM STRENGTH - According to functional
requirements in factories, increase in AWM POST is being
prepared.Reduction in STS post is also considered for increase in JTS post.
REVIEW
IN THE LIST OF HARD STATION- The constituted committee has submitted
their report which will be reviewed
very shortly.
PARITY
IN PS CADRE- The same is recommended to 7th CPC.
INCENTIVE
SCHEME FOR JWMs- The Committee will be asked to put up the scheme for all the
cadre.
Grievance
redressal mechanism- In this regard association request for yearly 04 meeting
at OFB , which was not accepted by OFB.
PLB
and risk Allowances- RISK allowances has been forwarded to MOD and OFB has
forwarded its recommendations for granting PLB to all cadres to 7th CPC.
DPC
for Promotion from JWM to AWM- In this regard UPSC has asked clarification on
SRO of IOFS Cadre whether to follow combined seniority promotion or trade wise
break up promotion. According to functional requirements the trade wise AWM
POST has been decided. Accordingly provisional SRO will be framed and forwarded
to UPSC for further promotion.
NATURE
of DUTY of JWMs- In this regard General Secretary told to publish the nature of
duty at the earliest. DDG/NG assured to
publish the same at the earliest.
INCREMENTAL
BENEFIT FOR CM and JWMs- In this regard General Secretary told that PCof A may
Authorise LAO for granting the same.
NEW
POINTS
1.
HONORARIUM TO JWMS FOR SUNDAY AND HOLIDAY DUTY-
In
this regard, GENERAL SECRETARY OF IOGGOA
CLEARLY DENIED THE PROPOSAL IN SUPPORT OF ORDNANCE FACTORY BOARD.
2.
NIGHT DUTY ALLOWANCE - In this regard,
IOFGOA CLEARLY DENIED THE PROPOSAL.
3.
SEPARATE TRAINING TO JWMS (GROUP B GAZETTED)
THE
PROPOSAL WAS ACCEPTED BY OFB AND WILL BE PROCESSED VERY SOON.
4.
CANCELLATION OF TRANSFER ORDER OF JWMs.- In this regard OFB will reply to all
the individual JWMs those have given
representation.
5.
ACCOMMODATION FOR NEWLY RECRUITED JWMs-
FACTORIES WILL BE DIRECTED TO EARMARK SOME TYPE -III QUARTER FOR TRANSIT
ACCOMMODATION FOR NEW RECRUITED JWMs.
6.
CANCELLATION OF DELIBERATE TRAMSFER- IN
THIS REGARD, GENERAL SECRETAY TOLD THAT THERE IS VICTIMISATION FOR OFFICE BEARERS OF NDGBGOA as the transfer
was ordered in pick and choose basis. It was decided that reason for transfer
should be informed to the individuals.
7. PETROL
ALLOWANCE TO JWMs those are performing outside duty- In this regard OFB will ask to all the GMs for financial
implications.
THE

OFB.
NEXT
DAY, PRESEDENT,GENERAL SECRETARY AND ORG.SECY MET CHAIRMAN FOR HIS PERSONNEL
INTERVENTION ON CADRE REVIEW. HE HAS ASSURED FOR COMPLETING THE CADRE REVIEW
AND PERSONALY INFORM TO DDG/NG AND MEMBER/PER FOR EARLY COMPLETION.
