MINUTES OF THE CEC MEETING HELD AT KANPUR ON 23 & 24TH AUGUST 2014

Sub :    Minutes of CEC Meeting – Aug’’2014 of NDGBGOA held on 23rd & 24thAugust 2014   at Kanpur.

The CEC Meeting of NDGBGO Association was held during 23rd & 24th Aug’2014 at Senior Club, Armapour Estate, kanpur.  In the inauguration ceremony following senior officials from Ordnance Factory Organization was present.

Shri. MP Singh, General Secretary / BPMS, Shri. Mukesh Singh, Secretary / BPMS & JCM – II Member and Shri. SC Tripathi, Patron – NDNGSA/ FGK Branch were special guests in the inaugural function.
The inauguration ceremony was started with “Deep Prajavlan” (lightening of lamp) by Chief Guest and other guests and Central Executive of NDGBGOA.
The Chief Guest and other Guests were warmly welcomed to the dais by the OFC, FGK & SAF Branch Office Bearers of NDGBGOA Association with Flower bouquet.
 Shri. Jeetendra kumar, Secretary/OFC Branch, welcomed Chief Guest, guests & Central Executive Committee Delegates of the Associations.
 Shri Jaigopal Singh,General Secretary  and Shri S Chandrakanth Rao, President addressed to gathering and informed about Association activities and told that due to weak leadership of IOFGOA this  whole cadre has lost  status and financial benefits and they assured that in 7th CPC they will try to compensate  Group’B’ Gazetted cadre  (JWM &PS)  and give original   status and identity. Shri Singh also informed that after Recognition NDGBGOA has succeeded to resolve many cadre related issues.
All the General Managers have addressed the gathering and expressed about the importance of Middle Managers in the Organisation which makes a bridge between the top management and the shop floor level.  The Group B Gazetted Cadre is the important cadre to implement the policies in the section level. The Chief Guest, Shri. SK Chaurasia, General Manager,OFC, mentioned about the “”then Foreman system”” in ordnance factories . During that period   Foremen was awarded with authorities in the sections and they were bestowed with better Pay & Allowances. He expressed his concern about the JWM cadre in the last pay commission which should be placed better in 7th CPC.
Shri. NK Singh, JWM/Zonal Secretary, North Zone extended his heartiest thanks to all the GMs for their excellent support.  Also, he extended his gratitude to GS, President and all the delegates who have come over for this CEC meeting from various corner of the country.
Inauguration Meeting was ended by singing “National Anthem” by all together.


Business Session
Homage to  Shri. AB Singh           :               Before the business session on 23rd August 2014 at 1400 hours, homage was paid for Late. Shri. AB Singh, JWM/GIF ( ex- Central Zone Chairman )  by the way of observing two minutes silence. 
Further, the business session continued till the end of CEC meeting on 24th August 2014 at 1400 hours with the following discussions:
General Secretary’s Report:- Shri Jaigopal Singh, General Secretary presented Secretary report and briefed Association activities and informed  total 29 branches opened out of 29 branches 08  new branches opened  with the help of Shri B.M.Barik,Org. Secretary. He also informed progress report of 7th CPC, Cadre Review and new Seniority list and Reinitiation of cancelled transfer list. He assured that NDGBGOA will try to resolve the issues pertaining to Group B Gazetted cadre and  hope 7th CPC will be benefited to us..        
CADRE REVIEW  : A detailed discussion on OFB’s cadre review proposal took place in CEC meeting by analysing the pros and cons of the present proposal. The present position and MoD & MoF observations on OFB’s proposal were explained by the GS. Each one has registered their branch views and members opinion with different justification. All the CE members have actively participated in discussions in full length.  
Finally, the house unanimously decided CE to send protest letter to OFB, as it is understood from the points Board Meetings of 30.7.14 & 12.8.14 it is understood is proposed to create 3 cadres in JWM, this may lead to a situation that JWM group B cadre may not enter Group A cadre. Further OFB not considered 5400 PB3 to JWM and 6600 PB3 to senior JWM (around 1500 are already in 5400/6600 by virtue of ACP/MACP). Further house decided CE to take up matter accordingly exploring all the possible ways to settle issue benefitting our cadre and for getting proposed Grade Pays and to decide for various level agitation programme, if required, which will be finalised over a short period of time & intimation will be given to all branches for active participation in the action decided for the benefit of our JWM cadre.
7th CPC Proposal of NDGBGOA : Shri. GVN Reddy , CE Member and Chairman / 7th CPC, NDGBGOA has explained the report prepared & the justifications related to our association proposal. The report was appreciated by CE Committee. General Secretary extended his gratitude to Shri. GVN Reddy and members of committee for their valuable efforts on preparation and presentation of report successfully.   
Position of Various Court Cases filed by NDGBGOA :  The latest position of various court cases filed by NDGBGOA was presented by the respective branch CE members
.
a)      HAPP CASE : - Violation of SRO  227  - In continuation to hon’ble CAT Chennai stay for Direct Recruitment of AWMs by UPSC against IES-2013 advertisement, HAPP has obtained stay against IES-2014 advertisement also.  By this action, OFB cannot recruit AWMs in Direct Recruitment mode till filling up of promotion of JWMs to AWMs.  The approximate backlog promotion vacancies are worked out upto 1150 since the violation of SRO took place from the year 2002.  This case is very strong in our side and will be a great achievement of NDGBGOA in final judgement.
b)       CFA CASE :- Nature of Duties & Responsibilities of JWMs – Case is in final stage at CAT Chennai.  OFB has given its reply (Para wise Comment) to CAT Chennai on the case. Now, NDGBGOA, CFA branch will file the Petition against the OFB reply and it is expected that decission will come within two month.
c)       OFK, Jabalpur CASE : Fitment Table Formula (Up gradation to 6500 & 7450 )- The case is on final hearing and held up due to transfer of hon’ble CAT, Jabalpur judges. Final decision may come in19th October – 2014.
d)      AFK  CASE : Restoration of One increment those who have been promoted between 01.01.2006 & 29.08.2008 in merged posts– The case has been admitted by hon’ble CAT Mumbai, notices have been served to PCofA, OFB, MoF & DoP&T. The next hearing is scheduled in Sep’’14.  PC of A, Kolkata likely to publish the order in favour of us since similar cases have been cleared by MoF in CGDA & Income Tax Department for merger of various posts & pay scales.

All branches requested to extend monetary support as and when needed for the above cases.

STATUS of MACP in promotional hierarchy : As the matter is burning issue and around 2500 JWM are eagerly awaiting the implementation in light of recent court orders, is discussed elaborately. CE explained the status and informed house about sending letters to the concerned offices. CE team is putting up efforts to exert pressure on DoPT by approaching different Legislative authorities in getting the justice. General Secretary with a team has met Cabinet Ministers and presented cadre problems for justice. CE was of the opinion that this matter relates to all government servants, the matter is under consideration at Govt. Of India.  The same will be taken up with MoD, MoF and DoP&T by GS for early implementation as per court directives.

STATUS of seniority anamoly : As the matter is also creating a unjust in JWM cadre, the matter was discussed in the house and arrived at the opinion that date of entry to cadre either by Promotion/DR to be considered by OFB in line with the recent CAT order of Ernakulum, where in the judgement was to upgrade the posts first in pre revised pay scale and fix the seniority, which can also become preceding to NDGBGOA case in CAT Jabalpur case under process for fitment table anomaly.  The same will be taken up with OFB in forth coming meeting and the other concerned authorities by GS for early implementation as per court directives for bringing uniformity/transparency in seniority fixation.

Introduction of LDCE for AWMs from JWMs : Similar to other central government establishments LDCE entry to Group- A cadre may be introduced in Ordnance Factory organisation to enhance the promotional avenues for  qualified , talented and experienced JWMs.  The retention would refrain the ongoing brain drain. Further the house was of the opinion that JWM to AWM there should be 100% promotions and authorised CE to take up accordingly with the concerned.  

Creation of Separate Information Technology & Electronics Discipline in Group A & B Cadres at OFB : Keeping in view of latest development in INFORMATION TECHNOLOGY discipline in ordnance factory organisation viz...                    e-procurement, Information Security, Database Administration & System Administration, it is proposed to OFB for creation of separate Information Technology discipline both in Group – A & Group – B cadres since all such nature of tasks are to be purely governed by I.T professionals exclusively.  Hence, it is suggested that OFB may plan for separate recruitment at Group - A entry level for Information Technology purpose and JWM/IT & CM/IT seniority may be separated from MECHANICAL discipline accordingly. Similarly the ELECTRONICS discipline in ordnance factory organisation to be created as presently it is included in ELECTRICAL discipline. 

Risk Allowance to JWMs : Hazardous working conditions in Ordnance factories have been identified for this purpose.  The matter is under consideration for further course of action by OFB.

Agitation against pending issues of JWMs :  Agitation programme at unit , OFB &MoD level will be charted out for early implementation of pending issues regarding JWM cadre.  Programme will be decided by General Secretary.  The pending demands are as follows :

a)       Cadre review of Group – B Gazetted officers ( T & NT )
b)       Preparation and maintaining transparent Seniority List of JWM.
c)        Advance DPC for JWM to AWM promotions regularly in time. 
d)       Granting of MACP in promotional hierarchy only.
e)       Publication of JWM names in Gazette.
f)        Granting Incremental benefit promoted between 1.1.2006 to 29.09.2008.
g)       Creation of Separate Grievance Redressal Mechanism for Group – B (Gazetted) cadre like JCM forum.
h)       Early approval of proposed amendments in SRO/RR of JWM - T & NT
i)         Incentive Scheme for Group – B Gazetted Cadre.
j)         Risk allowance for Group – B
k)       Payment of pending O.T.arrears earned prior to merger in to JWM.
l)         Transparent Transfer Policy & Re-instatement of cancelled transferred orders.
m)     Posting HOS as per Discipline wise Seniority list wise.
n)       Uniformity in implementation of OFB orders in all ordnance factories.

Proposal for taking up FR 22 case by NDGBGOA : House discussed the matter of FR 22 in deep , and is opined that the case if initiated in the line as explained by Shri. GVN Reddy, CE Member HAPP-Trichy with figures and facts benefiting the cadre by another around 1100 AWM promotions. House proposed that the case may be taken up by HAPP branch/OFT branch with Shri. GVN Reddy to coordinate. General Secretary proposed to all the members and branches to extend all the needful help as sought by Trichy group as and when needed in this case also as it is useful/beneficial for the JWM cadre, and welcomed the branches to voluntarily come forward for taking up such cadre beneficial cases. OFMedak already extended financial support to trichy team in this regard.

 Payment of CE levy by branches of NDGBGOA: CE is happy to share with one and all we have now reached to 28 branches reaching around 30% of strength, functioning with our ideology JWMs together and bringing likeminded JWMs in to our fold for cadre betterment. GCF,OFMK,AFK,OCFAV,EFA,OFBL,OFNL and OFBA – 8 branches CE levy @ 25/- per member received by CE-Treasurer and other branches to meet to the expenses of CE activities increasing day by day. GS has nominated 3 teams to start new branches in North, East , West zones and requested house to send contact details of JWMs in factories in those zones to respective CE office bearers.

Launching of Website for NDGBGOA : It is a matter of pride for NDGBGOA to open its own website names as www.ndgbgoa.in.  The website was launched during this CEC at Kanpur by General Secretary & President.  We are the only sole association to have our own website in O.F. organisation among other service associations.  The newly launched website will have the information on history and evolution of NDGBGOA, bye-laws, links to various other sites, provision of Publication of regular circulars & notifications, Archives & Photo gallery , Contact information of Central Executives & branch office bearers. One exclusive page for “Social Responsibilities “of NDGBGOA will be available to help hands in various national related issues. The members may register their email-id in our website for getting the immediate updates of our website.  The mobile SMS notification service & mobile responsive sites also will be launched shortly. Regarding the expenditure of website HVF/AVADI taken the responsibility for which levy for the Year 2014-15 was exempted by CE.

Retirement of Shri.Chandra, JWM /HVF ( Founder member of NDGBGOA ) :  Shri. K. Chandra, JWM / HVF is retiring in the month of August 2014. The house has remembered his unforgettable efforts in forming NDGBGOA in south zone & his dedicated contribution till date in the progress of NDGBGOA as a whole.  The house has unanimously greeted him for his prosperous retired life though he was not present in the house.  Also, the South Zone has been empowered to conduct a good farewell party at their end in this month.  The house also expects his continues support to NDGBGOA even after his retirement.

Next Annual General Body Meeting :  It was announced by GS with the confirmation of Shri. PK Das, Zonal Secretary /East Zone that next Annual General Body Meeting will be conducted at OF, Bolangir during 9th & 10th January 2014.  GS requested branches to send CEC members with either Branch Secretary or Branch Chairman to represent in the AGB Meeting. G.S declared that all our cadre related issues will be discussed in meeting with OFB on 01.09.2014.

                Shri S.ChandraKanth Rao, President / NDGBGOA have delivered his presidential address in closing ceremony.  He congratulated all the members & branch representatives for their sincere and dedicated continual effort in increasing memberships & opening of new branches.
