DISCREPANCY IN FILLING OF JTS POST

R/Sir,
          The Central Executive Committee of this Association directed the undersigned to bring the followings regarding discrepancy in filling of post of AWM (JTS) for your kind intervention and necessary action at the earliest please.

             It is observed that there are discrepancies in filling to JTS post from Promotion and Direct Recruited Quota from the year 2000 onwards. OFB has not strictly adhered to the DOP&T Order vide above reference on maintaining vacancy register and filling of JTS post through Direct Recruitment  and Promotion from JWM as a result more DR JTS was Filled during the period.

        Therefore, this association requests you to furnish the copy of the Vacancy Register in the format as mentioned in Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training OM No 350114/2/80-Estt(D) Dt 07/02/1986 for every year from 2000 to 2015 at the earliest for clarification on discrepancy of filling to the post of JTS.

LATEST UPDATE AT MOD

DEAR MEMBERS,

    GENERAL SECRETARY VISITED MOD ON 06TH AND 07TH APRIL 2017 AND MET JOINT SECRETARY, MOD/LS AND REPORTED THAT OFB HAS NOT TAKEN ANY PROMPT ACTION REGARDING  LONG PENDING ISSUES PERTAINING TO JWM CADRE.
 ON 20/01/2017 MEETING MANY IMPORTANT ISSUES WERE DISCUSSED AND TWO MONTH TIME WAS GIVEN TO OFB FOR COMPLETION OF IMPORTANT ISSUES LIKE SENIORITY LIST, DPC, SRO, IMPLEMENTATION OF 7TH CPC FOR JWM ADRE,TRANSFER POLICY ETC. BUT OFB HAS NOT TAKEN NECESSARY ACTION TO RESOLVE THE ISSUES TILL DATE.

GENERAL SECRETARY REQUESTED TO JOINT SECRETARY/LS FOR HIS INTERVENTION FOR RESOLVING ALL THE PENDING ISSUES AND REQUESTED TO GRANT A MEETING AT MOD WITH OFB DECISION MAKING OFFICIAL AT THE EARLIEST. JOINT SECRETARY,LS ASSURED TO GRANT A MEETING SHORTLY.

THE RECENT CADRE RELATED UPDATES ARE AS FOLLOWS.

1. IMPLEMENTATION OF 7TH CPC RECOMMENDATION FOR JWM CADRE-
MoF HAS SENT THE PROPOSAL TO DOP&T FOR GAZETTE NOTIFICATION. IT IS EXPECTED THAT WITHIN THIS MONTH GAZETTE NOTIFICATION FOR JWM CADRE AS PER 7TH CPC RECOMMENDATION MAY BE PUBLISHED.

2.S.R.O FOR JWM (TECH & NON TECH) - S.R.O FOR JWM(TECH) WAS FORWARDED TO DOP&T FOR APPROVAL AND FOR JWM(NON TECH) IT IS AT MOD FOR FINALISATION.  

3. DPC FOR PROMOTION FROM JWM TO AWM- MOD HAS ASKED CLARIFICATION FROM DOP&T . AFTER GETTING CLARIFICATION MOD WILL TAKE FURTHER ACTION.
MOD HAS ASKED STATUS OF OTHER PENDING ISSUES AT OFB FOR GRANTING A MEETING TO ASSOCIATION.

LETTER TO MOD FOR REVIEW MEETING

Sub: Review of points discussed on 20.01.2017 – request regarding.
Ref:  Meeting with Joint Secretary / LS (DDP-MOD) on 20/01/2017 in South Block.

Respected Sir,

          With reference to the above, a joint meeting was held with both the Associations on 20/01/2017 and discussed various cadre related points pertains to Group ‘B’ Gazetted cadre working in Ordnance Factories.
          In the meeting, it is decided that each point PDC was fixed and within a month or two OFB has to progress and settle the points and submit the action taken report to MOD.
          Hence it is requested that the latest developments and settled points progress may be intimated to the Association. As per the decision taken in the meeting, the scheduled review meeting to be conducted in the month of March’ 2017.
          Hence it is requested that a review meeting may be called as per the schedule decided in the meeting please.

APPROVED BYE LAWS AMENDMENT FOR INCREASE IN MEMBERSHIP SUBSCRIPTION

          KINDLY SEE THE AMENDED BYE LAWS FOR INCREASE IN SUBSCRIPTION FROM RS 100/- TO RS 200/- PER YEAR WHICH IS APPROVED BY MoD. THE LEVY TOWARDS CENTRAL EXECUTIVE WILL BE RS 50/-  PER MEMBER FOR EVERY YEAR.

REPRESENTATION ON AEBAS FOR GROUP B OFFICERS

                        Sub: Aadhaar Enabled Biometric Attendance System(AEBAS)-reg

 R/Sir,
                       The Central Executive Committee of this Association appreciates for the initiation taken by OFB for introduction of Aadhaar Enabled Biometric Attendance System (AEBAS) which is being followed by all the Central Government Departments. Before implementation AEBAS in factories in full-fledged manner, clarification on working Hour and Compensatory Off and timing of work as mentioned below may kindly Clarified.

  1. After 4th CPC, DOP&T issued an order (No- 13/11/86.JCA Dated-7th Nov. 1986 ) regarding working hours of all the Central government Department in which it is stated that working hour of all the Ministries and Department should be weekly 40 Hours which is neither  being followed in Ordnance Factories nor clarified by OFB till date. This may kindly be clarified from at the earliest.

  1.  Before implementation of AEBAS, DOP&T issued an order (13/2/2014-JCA Dated-5th November 2014) regarding Posting of Information relating to Working Hours etc. on"Indian Government Websites." But OFB has not yet posted the working Hours of its Organization. Without posting the working Hour for Gazetted Officers, implementation of AEBAS in Ordnance Factories defines Logic which should be clarified from the concerned Authorities at the earliest.

  1. As per S.R.O 182, JWMs are Classified as Group ‘B’ (Gazetted) Ministerial Cadre which clearly mentioned that the nature of Job of JWM is predominantly clerical and the working hour at par with all other ministerial cadre in Central Government Department is weekly 40 Hrs. with 30 minutes Lunch Break  which is not being followed in Ordnance factories. This may kindly be clarified from the concerned Authorities at the earliest.

  1. It is brought to your kind notice that, the appointment method for all the Group B Gazetted (JWMs) and all the Group A Officers(AWM and above) are same in Ordnance Factory Organisation whereas the Working Hour differ in Factories and OFB which may kindly clarify according to rule and uniform working Hour or compensatory Off may kindly Granted.
                                                                                             
  1.  As per DOP&T Order(11013/9/2014-ESTT(A-III) Dated-21st November 2014 for AEBAS System ( Contained in DOP&T O.M. No: 28034/8/75- Estt-A dated 04-07-1975; No:28034/10/75-Estt-A dated 27-08-1975; No: 28034/3/82 —Estt-A dated 05-03-1982) half—a-day's Casual  Leave should be debited for each day of late attendance, but late attendance  up to an hour, on not more than two occasions in a month, and for justifiable          reasons may be condoned by the competent authority. In addition to          debiting Casual Leave (or Earned Leave, when no CL is available).    Disciplinary action may also be taken against government servants who are habitually late. Early leaving is also to be treated in the same manner as late coming. Without clarifying the working Hour in Ordnance Factories, the above order cannot be followed and it may lead for many complication.

  1. Group ‘B’ Gazetted Officers are used to perform duties like Orderly Officers, Night Duty Officers and In charges in Different Shifts in Different timing which should be Compensated Accordingly in AEBAS System. Regarding these duties it may kindly be clarified.

  1. In AEBAS, there is no provision for Shift timing but JWMs are detailed in Shifts which should be clarified or JWMs should not be detailed in any shift in Factories.

  1. In AEBAS, Leave and attendance has to be booked in personal ID which requires Internet Facility for all the JWMs. Therefore it is requested to provide Computer and Internet to all the JWMs.


         Therefore, the Central Executive committee of this Association requests your kind clarification on the above points from the concern authorities for full-fledged implementation of Aadhar Enabled Bio-Metric Attendance System in all the Factories.
