MEETING WITH DEFENCE SECRETARY ON 09TH MARCH

Dear members,
                  On 09 th March 2016 meeting with Defence Secretary was held at south block , New Delhi,at 1100 Hrs in which NDGBGOA Representatives attended the meeting. In the meeting DEFENCE SECRETARY EXPRESSED THE FOLLOWING FOR CHARGEMAN AND JWM CADRES. HE EXPRESSED THAT FOLLOWING RECOMMENDATIONS HAD BEEN FORWARDED TO MOF 7TH CPC IMPLIMENTATION CELL BY MOD,
1)CHARGEMAN IS RECOMMENDED FOR 4600 GP.
2) JUNIOR  WORKS MANAGER IS RECOMMENDED FOR 4800 GRADE PAY ( LEVEL 8),5400 in PB-II(LEVEL-9) AND 5400 IN PB-III.(LEVEL-III) .
IT WAS PROPOSED BY CDRA AND ASSOCIATION FOR CONSIDERING 5400 GP IN PB-II AFTER COMPLETION OF 04 YEAR LIKE OTHER DEPARTMENT. IT WAS NOTED BY THE DEFENCE SECRETARY.

GENERAL SECRETARY SUBMITTED A MEMORANDUM TO SRI ANIL KUMAR,DIR/CP,AND SHRI SANJAY PRASAD JT. SECRETARY/LS. IN THE MEMORANDUM DISCREPANCY IN PAY LEVEL IN PAY LEVEL6,7&8 WAS MENTIONED. WHICH SHOULD BE RECTIFIED AT MOF.

Respected Sir,
Reference cited, the Central Executive of this Association requests you to take up followings recommendation pertaining to Group B Gazetted Cadre of Ordnance Factories and also take up following discrepancy (Arises in Pay Matrix) to the appropriate level at the earliest please.
  The Junior Works Manager (Group B Gazeeted Officers) is being posted as Head of Sections (HOS) in Ordnance Factories Organization and shoulder the whole responsibility of Production, Safety, Quality and Administration of Different Sections. They used to implement the policy and monitor the entire Non Gazetted cadres in the Organisation directly as a front line manager.
It is brought to your kind notice that, in the same Ordnance Factory Organisation, Lower cadre like Senior Nurse, Matron and Hindi Officer (6500) those are placed below than JWM Cadre (7450) in 5th CPC were placed above JWM cadre which is demoralizing the JWM cadre who serve as a Front line manager and take whole responsibilities for the  Safety, Quality and Productivity a of Ordnance factories.
It is appreciated that, Ordnance Factory Board as well as Ministry of Defence has recommended placing JWM Cadre in 4800 Grade Pay considering the responsibility and Accountability. Moreover as a Gazetted Officer, many Allowances like, OTA, NDA and Bonus was curtailed for JWM Cadres. Only Financial up gradation was recommended to JWM  cadre.

It is regretted that, 7th CPC has not accepted the proposal for up gradation at the 4800 Grade pay and recommended more complication proposal which will lead to further stagnation in JWM cadre. Moreover 7th CPC has recommended about the Cadre review as well as SRO which will definitely complicate the cadre prospects further. It can be well explained as follows.
                                                                                                             
 As per 7th CPC recommendation (in the page no-519), JWMs cadre is recommended for 4600GP and further a placement post in 4800GP with different complexity (i.e, 10% of earmarked posts with 70% by promotion and 30% by LDCE from lower grades of posts). This will lead to the following complications and further stagnations;
In the existing structure, the next promotion for JWMs is grade pay of PB – III 5400 GP. Whereas, 7th CPC recommended structure of creating/placing at 4800GP as promotional post is 2 levels below than the existing avenues. It will directly affect promotion & MACP.
Also, 10% of earmarked posts with 70% by promotion are very less number of posts, since more than 30% of existing JWMs is drawing above 4800GP at present (Including 5400GP & 6600GP through MACP).
Further, the 7CPC itself admitted QUOTE “that the avenues for progression for the JWM cadre are indeed extremely limited” UNQUOTE. In that angle, if  10% of earmarked posts with 30% by LDCE from lower grades including 4200GP will definitely create large number of stagnation in the existing JWMs level who are awaiting for further promotion and already completed  more than 12 years.
 For a difference of GP @ Rs.200  without change in PB & Class status, the JWMs who are with rich practical experience at least for the past 15 – 20 years in the organisation required to compete with the lower grade employees is unjustified. ( Note : Already there is an LDCE for lower grades from 4200GP to 4600 GP at Group –B Gazetted Entry level).   Also, the 7th CPC observed stagnation / limited career progression is at the level of 4600GP of JWM cadre only NOT at 4200GP lower posts.
Keeping all the above facts, this association propose not to make any LDCE post from 4200GP to 4800 GP which will not only make Complexity and stagnation but also will bring many discrepancy in seniority.
Sir, at present, our cadre review proposal is in pipeline which is proposed as follows.

4309 No. of Post of JWMs are proposed at 4600 Grade pay.
2156 No. of post of JWMs are proposed as Section Manager(SM) at Grade pay of 5400 in PB-II as Non Functional up Gradation (NFU).
1000 No. of Post of JWMs are proposed for as Senior Section Manager (SSM) at Grade pay of 5400 in PB-III as Non Functional up Gradation (NFU).

7CPC itself admitted QUOTE “that the avenues for progression for the JWM cadre are indeed extremely limited” UNQUOTE.
At this Juncture, Keeping in the view of Gazetted Officer(without any allowances) with Degree Engineering and Master Degree as minimum Qualification for DR which is selected by UPSC, this Association suggests followings for your kind consideration and necessary action please.
50% of JWM of Ordnance Factories may be considered at Grade pay of 4800 at the level 08.
 35% of JWM (Section Manager) may be considered in Grade pay of 5400(PB-II) as a Non Functional Up Gradation (NFU) which is in 09th level
 15% of Junior Works Manager (Senior Section Manager) may be considered in Grade Pay of 5400(PB-III) as Non Functional Up Gradation(NFU) which is in the level 10.
 The above justified demand is more or less in the line of our cadre review proposal which is at MoD.
Common Point(Discrepancy in Pay Matrix in level 3,7&8)
          As per 7th CPC recommendation, clause No. 5.1.15, “To begin with, system of Pay band and Grade Pay has been dispensed with and the new functional levels being proposed have been arrived at by merging the Grade Pay with Pay in the Pay band. All of the existing levels have been subsumed in the new structure; No new level has been introduced nor has been existing level dispensed with.

According to 5.1.21, the pay matrix comprises two dimensions. It has a “horizontal range” in which each level corresponds to a `functional role in the hierarchy’ and has been assigned the numbers 1, 2 and 3 and so on till 18. The vertical range for each level denotes pay progression within that level. This indicates the steps of Annual Financial Progression of three percent within each level. The starting point of the matrix is the minimum pay which has been arrived based on the 15th ILC norms or the Aykroyd Formula. This has already been explained in chapter 4.2.

From the above, it is clear that as per Clause 5.1.15, Grade pay and pay band has been abolished and as per Clause 5.1.21, pay matrix has two dimensions, vertical and horizontal. Every cadre should progress in vertical manner on 3% annual incremental basis. The horizontal level in the pay matrix corresponds to a functional role in the hierarchy which will be used for promotional benefit or MACP benefit.
 It is surprised to note that in levels 2&3, 6, 7 & 8, there is no pay difference on promotion/MACP If an employee gets promotion from level 6 to level 7, level 7 to 8 or level 6 to 8. The employee in 6, 7 & 8 has got same annual increment which does not differentiate any level or functional level in the hierarchy. It clearly indicates that there is no change in status or incremental benefit whether an employee gets payment in level 6, 7 or 8. The employee joins in level 6 can easily get level 7 in the time period of 9 years and level 8 in the time period of 10 years.

 The yearly incremental benefits in all the three levels are same. It indicates that either a promotion or MACP from levels 6 to 7 or 8 is irrelevant and there are no changes of horizontal/functional role in the hierarchy. The promotional/ MACP benefit will be only 3% increment. This is also noticed in the level 02 to 03.
Therefore this Association, requests you to remove the discrepancy in the pay matrix in the level  3, 7 and 8 by recommending to the Implementation Cell.
Admissible allowance for Group B Gazetted Officers in Ordnance Factories

Extra work Allowances for Gazetted Officers (Group-B) in Ordnance Factories-
    Working days of Ordnance Factories are 06 days per week as per Factory Act. More over it works in Hoilidays and Sunday for Continuity in production. All the Non Gazetted Employees used to get Over Time Allowances (which is nearly 25% of their Pay) for duty in Holiday and Sunday. Even though the groups B Gazetted Officers are placed in the same Pay Band as Non Gazetted, they are exempted from Over Time Allowances. Therefore the gross salary of a Group B Gazetted Officer is becoming less than a Non Gazetted Employee in Ordnance Factory.  Some time there is a rift between the management and Group B Gazetted Officers regarding duty on Holidays and Sunday.
Therefore this Association Suggests for Extra work Allowances for all the Group B Gazetted Officers for working weekly 06 days and for working in Sunday and Holiday.
          It is brought to your kind notice that, Secretaary,7th CPC asked suggestion from MoD in her letter No 7th CPC/159/MoD- OF/2015 DATED 2ND FEB.2015 regarding Industry/Factory  Allowance @ 15% (BP+GP) to be granted to Group B Gazetted Officers. But MoD has denied the proposal in the reply letter to 7th CPC.
     In view of above this Association suggests to reconsider the proposal and forward the recommendation to 7th CPC implementation cell for granting @ 15%  Basic Pay to all the Group B Gazetted Officers as Extra work Allowances.

Risk Allowances for All the cadre those are working in hazardous(Explosives manufacturing) in Ordnance Factories irrespective of Cadre- Ordnance Factories are manufacturing Explosives and other product which has got many Health Hazard and cause many accidents during the manufacturing process. At present Industrial employees are granted risk Allowances only.
Therefore this association suggests extending the same risk allowances to the entire cadre including Gazetted cadres those are involved in manufacturing process of Hazardous substances in ordnance Factories. This Allowance may kindly be recommended to 7th CPC Implementation Cell for fixing in R2H3 in the RHA matrix in the 7th CPC recommendation.
Productivity linked Bonus (PLB) may kindly be recommended for  Group B Gazetted Officers as
   they are directly involved in production, planning and achieving the yearly production target of
   the factory.
Special Compensatory (Hill Area) Allowance may be continued and may be placed in R2H3 in the RHA matrix.

                              GENERAL SECRETARY VISITED MOD AND MOF ON 02ND AND 3RD MARCH 2016 AND SUBMITTED THE FOLLOWING MEMORANDUM AT MOD AND MOF FOR CONSIDERATION.
ON 09/03/2016, ONE MEETING IS SCHEDULED TO BE HELD AT MOD WITH THE CHAIRMANSHIP OF THE DEFENCE SECRETARY  FOR DISCUSSION ON 7TH CPC RELATED MATTER IN WHICH  ALL THE THREE FEDERATION AND  GROUP B GAZETTED AND NON GAZETTED ASSOCIATION WILL PARTICIPATE.

Respected Sir,
          The Central Executive of this Association thanking you for your kind intervention by which one meeting was arranged at MoD with Joint Secretary(LS) with NDGBGOA on 24/09/2015. After the meeting some of the important points were resolved and some points are still pending at MoF and OFB without any fruitful result. Therefore Central Executive of this Association once again requests your kind intervention and necessary direction for the following unresolved issues pertaining to Junior Works Manager of Ordnance Factories at the earliest please.
1.CADRE REVIEW OF JWMs-  Sir, in Ordnance Factories, One Group C is able to get its pay band change (PB-I to PB-II) within a period of 12-13 years (  Semi Skill employees can become Master Crafts Man with four promotion) , Similarly one Group A is able to gets its pay band change (PB-III to PB-IV) within a period of 12-13 years( JTS can become JAG ) where as one Group B entry cannot get PB III for 29 years due to lack of promotional avenue( Only one Promotion).The  Central Executive of this Association request your kind intervention for an early Cadre review of JWM Cadre of Ordnance Factories which is pending for long time with MoF ..
2. Placement of Junior works Manager (Group B Gazetted)of Ordnance Factories as per the recommendation of OFB and MoD- Sir, it is brought to your kind notice that, OFB as well as MoD has recommended Grade pay of 4800 , 5400 PB-II and 5400 (PB III) for JWM cadre to 7th CPC as per the responsibility and accountability and negligible promotional avenue for the cadre. At this juncture this Association with great hopes, request your kind intervention and necessary action at Ministry of Finance (7TH CPC Implementation Cell) for approval the proposal at the earliest please.

3. Deferment in date of promotion of JWM ( JWM Promotion published on             
22/12/2015 by OFB)- Sir, it is deeply regretted that OFB has published promotion to JWM along with deferment in dates of previous promotions (4-5 years beyond from previously published dates) in review DPC. It is noted with deep regret that OFB is not serious regarding Group B cadre ( Chargeman and JWMs) leave along its promotion. Implementation of 7th CPC is due in 01/01/2016 but OFB has not been able to get the Seniority of Chargeman and JWM right, till date. Every time OFB publishes a seniority list of the above cadre, there is goof-up and these results many courts cases for settlement. Your kind intervention and necessary direction to OFB is requested for not defer the date of promotion from CM to JWM and early correction in seniority list of JWM please.
4. Honorarium/Incentive Scheme, Risk Allowances for Group B Gazetted cadre-
 Sir, Hierarchy in Pay package exists in all the Organisation whether it is Private or Government. Hierarchy in Pay Package is required for thinking of Ownership and to control the subordinates. It is brought to your kind notice that in Ordnance Factories subordinate employees those are in Non Gazetted Cadres gets more monthly salary (in terms of Over time Allowance, Piece work Incentive,NDA, Bonus )than Group B Gazetted Cadre(JWM). In this organization promotion to a Group B Gazetted post results in loss of financial benefit.Therefore, The Central Executive of this Association requests your kind intervention and necessary direction to OFB for introduction of Honorarium/Incentive Scheme, Risk Allowances for Group B Gazetted Officers at the earliest please.
5. Local Account should be empowered to pass TA/DA/LTC and Medical Claim bill  of G’roup B&C ( Gazetted & Non Gazetted) :- At present Local Accounts of all Ordnance Factories  is passing TA/DA/LTC and Medical Claim and  GPF final claim  of Industrial employees only. All above mentioned bill of Group B&C (Gazetted and Non Gazetted) Staff and Officers is forwarded to PCF&A, Kolkata. Due to such type of policy lot of govt. expenditure (Crores of Rupees) incurring in postal correspondence and Deputations. Hence all Local Accounts should be empowered for settle the claims of    above bills up to Group’B’Gazetted level so that lot of unwanted govt. expenditure and time can be saved.    
  6. Transparency in Transfer policy of JWMs by OFB- Ordnance Factory Board is deliberately transferring JWMs in pick and choose basis without any proper transfer policy. Most experienced JWMs those were very much useful to the factories being deliberately disturbed by transfer. Therefore your kind intervention is requested for a fair transfer policy of JWMs in OFB.
7. One time relaxation on Availed LTC – It is brought to your kind notice that, even after final settlement of LTC Claim, Accounts Department is again reopening the LTC Cases in some Ordnance Factories through Internal Audit. It is requested not to reopen the LTC Claims which is already settled by Principal Controller of Finance and accounts Kolkata.
  

         With a great hope and expectation, the Central Executive of this Association requests your kind Honour for resolving the above important issues pertaining to Group B Gazetted officers of Ordnance factories before implementation of 7th CPC please.

                         The Central Executive of National Defence Group’B’ Gazetted Officers Association (NDGBGOA) request your kind intervention and necessary direction to settle the Proposal of Cadre Review  and the proposal to the 7th CPC Implementation Cell by Ministry of Defence for JWM Cadre in Ordnance Factories organization at the earliest.
1.Cadre Review of JWM Cadre in Ordnance Factories-
Sir, There is no cadre restructuring for middle management cadre by Ordnance Factory Board for more than 20 years even though there are many changes in cadre. The Seven cadres (Sup-B,Sup-A,CM-II,CM-I,AF,FM,PFM) of middle management cadre has been merged together by  subsequent Pay commission and reduced to only two cadres CM and JWMs. If there would have seven cadres then definitely our middle management cadre would have reached to minimum at the grade pay of 7600 starting at 4200 GP. There are much functional problems in the factories without cadre restructuring. 
     In same Organisation, One Group C is able to get its pay band change(PB-I to PB-II) within a period of 12-13 years (  SS can become MCM) , Similarly one Group A is able to gets its pay band change (PB-III to PB-IV) within a period of 12-13 years( JTS can become JAG).But a Group B cadre Remains in the same Pay Band with change in Grade Pay by means of MACP from 4200 to 4800 after 29 years of long service.
     Our Association has taken up the matter with OF Board as well as MoD many times after which a proposal from OF Board was forwarded to MoD and at present it is pending at Min. of Finance for approval. Your kind intervention is requested in this regard at the earliest please.
                                                                                                         
  2.Proposal From OFB and MoD to 7th CPC Implementation Cell regarding JWM Cadre of Ordnance Factories-  Sir, keeping the view of Responsibility and Accountability of a Gazetted Officer(without any allowances) with Degree in Engineering/Master Degree as minimum Qualification for Direct Recruitment (which is selected by UPSC), Ordnance Factory Board as well as Ministry of Defence has forwarded a proposal for JWM Cadre of Ordnance factories as follows.
1.               50% of Junior works Manager of Ordnance Factories may be considered at Grade pay of 4800 at the level 08.
2.                35% of Junior Works Manager (Section Manager) may be considered in Grade pay of 5400(PB-II) as a Non Functional Up Gradation (NFU) which is in 09th level
3.                15% of Junior Works Manager (Senior Section Manager) may be considered in Grade Pay of 5400(PB-III) as Non Functional Up Gradation (NFU) which is in the level 10.

           The above justified Proposal is more or less in the line of our cadre review proposal which is at MoF.
