Meeting at MoD on 24.09.2015 Out Come

Dear members,
       On 24.09.15 meeting was conducted at MoD in which OFB official,MoD Official, and our Office bearers were present. The meeting was chaired by Joint Secretary (LS). There was 10 agenda points which was submitted by our Association to Honorable Defence Minister on 30.06.2015 in his office. As per the directives of Honorable Defence Minister, meeting was held by Joint Secretary  and probable Date for resolving the issues was given by Joint Secretary with consultation with OFB. This is the first time such meeting was conducted for any Association at MoD level.
From OFB side, DDG/IR&NG,and Dir/NG were present.From Association side 05 Office Bearers were present.
Point wise discussion are as follows.
CADRE REVIEW- In this regard there was a thread bare discussion. OFB replied that Honorable RM has asked for Rationalisation of Cadre in Ordnance Factories in the Cadre Review proposal of JWMs. Therefore one Committee was constituted for submitting the report and it is in final stage. Joint Secretary strictly told to OFB official to submit the cadre review proposal along with Rationalisation of Cadre by 10th Oct 2015.
Association has given a suggestion for Cadre review for consideration. Association proposed for increasing AWM post to 1375 without keeping Sr Section Manager( proposed at 5400 in PB-3). No of Section Manager may increase for functional requirement of HoS. JWM which is kept in 4600 GP should be proposed for 4800 equivalent to 7th CPC.
Joint Secretary replied that we will see the feasibility and finalise accordingly.
Incremental benefit- Under Secretary(G) replied that it is at Secretary MoF for approval. Joint Secretary directed US for pursue the case at MoF and try to get the approval at the earliest.

Incentive scheme- Joint Secretary told to OFB Official to put up the proposal of incentive scheme by 15th Oct.

Grievance redressal mechanism- In this regard association request for yearly 04 meeting at OFB and one meeting at MoD. Joint Secretary replied that we will make some mechanism for address of your grievances.
PLB and risk Allowances- Joint secretary replied that risk allowances should be extended upto group A cadre. He directed US to put up the proposal to DOP&T for approval.

Transparent transfer policy- In this regard Association represents documentary evidence on transfer of Office bearers of NDGBGOA. Joint secretary replied that there should not be any victimisation in term of transfer.I will relook the case.

SRO/RR - JWM Tech. SRO is uploaded in DOp&T site and now JWM NT. SRO will be uploaded by next week.

One time relaxation on availed LTC- In this regard Joint Secretary told to send all the cases of OFB 10th October which will be forwarded DOP&T for final settlement. He directed Association office bearers to send all the data from their respective factories through their management to OFB in LTC case at the earliest for getting one time relaxation.

Discrepancy in promotion in JWM(NT) to AWM (NT)-
In this regard DDG/NG replied that DPC for AWM being prepared to minimise the difference between JWMs service in different trades by which there will not be stagnation of JWM in any trade. Now UPSC has asked for bifurcation of trade wise vacancy in AWM post by revising the SRO of Group A Cadre otherwise promotion can not be granted.  Joint Secretary directed OFB to make the changes by 15th October.

CEC MEETING AT OF MEDHAK ON 15.09.2015





INFORMATION ON INCREMENTAL MATTER


          Today, during CEC Meeting, General Secretary asked telephonic clarification regarding restoration of incremental benefit to CM and JWM those have promotted between 01.01.2006 to 29.08.2008 to MoF, Department of Expenditure. In this regard Under Secretary MoF replied that the file has been put up to The Secretary, MoF, Department of Expenditure for Final approval. It is expected that , General Order may come within this month.
